1.為確保動物於運送過程之福利及安全，農業部依據動物保護法為原則訂定「動物運送通則性指引」，供運輸業者及運送人員遵循參用。
2.該指引主要適用於國內以商業目的進行之活體脊椎動物運送，如涉及動物保護法第9條第2項規定之公告動物種類（經濟動物如豬、牛、羊、雞、鴨、鵝、火雞及保育類野生動物），其運送並應依動物運送管理辦法規定辦理。
3.依據動物保護法第3條規定，飼主指動物之所有人或實際管領動物之人。無論託運人、收件人或運送人員，於持有或運送動物期間，即對動物負有實際管領責任，應妥善照護動物，以符合動物保護法規定。
**Notice Regarding the Guidelines for the Transportation of Live Vertebrate Animals**
1. To ensure the welfare and safety of animals during transportation, the Ministry of Agriculture and Food has established the "General Guidelines for the Transportation of Animals" based on the Animal Protection Act. These guidelines are provided for transporters and personnel involved in animal transportation to follow and refer to.
2. The guidelines primarily apply to the transportation of live vertebrate animals within Taiwan for commercial purposes. If the transportation involves animal species listed under Article 9, Paragraph 2 of the Animal Protection Act (such as economic animals like pigs, cattle, sheep, chickens, ducks, geese, turkeys, and wildlife species under conservation), it must also comply with the regulations stipulated in the Management Measures for the Transportation of Animals.
3. According to Article 3 of the Animal Protection Act, the term "owner" refers to the person who owns the animal or has actual control over it. Whether as the shipper, consignee, or transporter, anyone who possesses or transports animals during the process assumes the responsibility of actual control and must provide proper care to ensure compliance with the Animal Protection Act.
