各位學生事務輔導工作同仁您好：
為健全學校學生輔導工作相關人員執行職務之專業倫理規範，特訂定旨揭指引，供公私立各級學校、軍事學校、預備學校、警察各級學校及少年矯正學校訂定校內相關規範及推動學生輔導工作參考。
學校學生輔導工作相關人員執行學生輔導工作，應遵守相關專業倫理規範，與學生建立互信合作之輔導關係，維護學生隱私及權益，避免學生輔導工作受不當干擾。
各級學校應支持並維護學校學生輔導工作相關人員執行職務之專業水準，以確保學生權益，促進學生心理健康、生活適應、適性學習及生涯發展。

Dear Colleagues in Student Affairs and Counseling,
To ensure the professional ethics of personnel involved in student counseling services, we have established the aforementioned guidelines for reference by all public and private schools, military schools, preparatory schools, police schools, and juvenile correctional schools in formulating internal regulations and advancing student counseling initiatives.
Personnel engaged in student counseling should adhere to relevant professional ethical standards, establish a trusting and cooperative counseling relationship with students, safeguard student privacy and rights, and avoid any undue interference in counseling activities.
All levels of schools should support and maintain the professional standards of personnel involved in student counseling to ensure student rights, promote student mental health, life adaptation, appropriate learning, and career development.
Please be informed and cooperate accordingly.
