有關教育部「大專校院電費分級補助方案」，重點說明如下：
一、適用對象：公私立大專校院（教學用電電號）。
二、實施期程：
（一）115年開始試辦：以114年較113年節電成效試算獎勵與追回金額，採「僅獎勵、不追回」方式。
（二）116年正式實施：依去年度實際節電成效辦理獎勵及追回補助款作業。
三、實施方式：
（一）節電門檻：參照行政院核定「政府機關及學校用電效率提升計畫」及能源管理法第9條，年度節電率應達1 %。
（二）獎勵與追回原則：
1、獎勵原則：節電率高於2 %，學校可獲得額外補助款，並依節電率、用電規模及設備汰換成效「如LED照明、節能空調、能源管理系統（涵蓋全校用電60 %以上）、節能績效保證專案（ESCO）等」，作為分級獎勵依據。
2、追回原則：節電率低於1 %，分級追回補助款。
3、特殊情況排除原則：依行政院核定「政府機關及學校用電效率提升計畫」相關規定、教育部核定大型考試或活動、特殊科研計畫等，學校可提出申請並附相關佐證資料，依實際狀況個案審認。
四、依115年7月23日節能會議決議，敬請各空間管理單位辦理各項活動，符合特殊情況扣除項目【附件三】者，請填寫申覆表(附件五)，申覆表填寫方式將另安排時間說明。

Announcement Regarding the Ministry of Education is “Tiered Electricity Subsidy Program for Higher Education Institutions”
Key points of the program are outlined as follows:
I.Eligible Institutions：
Public and private higher education institutions (electricity accounts for instructional use).
II.Implementation Timeline：
(1)Pilot Phase Beginning in 2026: Rewards and potential recovery of subsidies will be calculated based on the electricity-saving performance from 2025 compared to 2024, with a policy of “reward only, no recovery.”
(2)Full Implementation in 2026: Rewards and recovery of subsidies will be processed according to the actual electricity-saving performance of the previous year.
III.Implementation Methodology：
(1) Electricity-Saving Threshold: Institutions must achieve an annual electricity-saving rate of at least 1%, as stipulated by the Executive Yuan is “Program for Improving Electricity Efficiency in Government Agencies and Schools” and Article 9 of the Energy Management Act.
(2)Reward and Recovery Principles：
1.Reward Principle: Institutions with an electricity-saving rate exceeding 2% will receive additional subsidies. The reward will be determined based on the electricity-saving rate, electricity consumption scale, and the effectiveness of equipment upgrades such as LED lighting, energy-saving air conditioning, energy management systems (covering over 60% of the campus is electricity use), and energy-saving performance guarantee projects (ESCO).
2.Recovery Principle: Institutions with an electricity-saving rate below 1% will have subsidies recovered on a tiered basis.
3.Special Circumstances Exemption Principle: Institutions may apply for exemption from the recovery policy if they meet the criteria outlined in the Executive Yuan is “Program for Improving Electricity Efficiency in Government Agencies and Schools,” or if they have been approved by the Ministry of Education for large-scale examinations or activities, or for special research projects. Applications must be accompanied by supporting documentation, and each case will be reviewed individually.
IV.Per the resolution of the energy-saving meeting held on July 23, 2026, all space management units are kindly requested to ensure that their activities comply with the special circumstances deductions listed in [Attachment 3]. If applicable, please complete the appeal form (Attachment 5). Further instructions on how to fill out the appeal form will be provided at a later date.
