一、依據《菸害防制法》第 16 條第 1 項：規定「未滿二十歲者，不得吸菸。」
二、依據《菸害防制法》第18條第1項第1款規定，本校屬於全面禁止吸菸場所，包含紙菸、電子煙及加熱菸，任何人不得於校園內吸食或持有使用中之相關器物。違者可處新臺幣 2千元以上、1萬元以下罰鍰。
三、全面禁止電子煙及未經健康風險評估審查通過之指定菸品 (加熱菸)，使用者最高可處1萬元罰鍰。
四、禁菸規定重點--
◎全面禁菸區域
1.校園範圍內（含室內外空間）全面禁止吸菸。
2.校園所有出入口均設有禁菸標示，請共同遵守。
3.依花蓮縣政府公告之校園週邊禁菸人行道、連鎖便利商店及咖啡店之騎樓。
◎共同維護環境
請勿隨地丟棄菸蒂，保持校園內、外整潔，維護健康學習環境。

I. Pursuant to Article 16, Paragraph 1 of the Tobacco Hazards Prevention Act: "Persons under the age of twenty shall not smoke."
II. Pursuant to Article 18, Paragraph 1, Item 1 of the Tobacco Hazards Prevention Act, this University is designated as a smoke-free campus. The use of conventional cigarettes, electronic cigarettes, and heated tobacco products is strictly prohibited. No person shall smoke or possess such items in use within the campus premises. Violators may be subject to a fine of no less than NT$2,000 and no more than NT$10,000.
III. The use of electronic cigarettes and designated tobacco products (heated tobacco products) that have not passed health risk assessment reviews is strictly prohibited. Users may be subject to a fine of up to NT$10,000.
IV. Key Provisions of the Smoke-Free Policy:
◎ Smoke-Free Zones
1. Smoking is strictly prohibited throughout the entire campus, including all indoor and outdoor spaces.
2. No-smoking signs are posted at all entrances and exits of the campus; please comply accordingly.
3. Smoking is prohibited on sidewalks surrounding the campus, as well as under the arcades of chain convenience stores and coffee shops, in accordance with the announcements by the Hualien County Government.
◎ Environmental Maintenance
Please refrain from littering cigarette butts and help maintain the cleanliness of the campus interior and exterior to ensure a healthy learning environment.
