為使本校經濟文化不利學生安心就學,以實現慈濟大學以慈悲喜捨精神為社會培育優秀人才辦學理念,同時鼓勵學生積極參與各項社會服務學習活動,依此本校推動多元服務學習教育與各項社會志願服務活動,將服務場域等資源轉為學生學習場域,豐富學生的學習深度與廣度,並促進本校教育公共性價值與推動學生利他服務教育活動相互並行。申請說明,如下:
一、學習輔導項目:參加社會志願服務及本校服務學習教育活動方案。
二、學習輔導內容:
1.參加非營利組織各類社會志願服務。
建議機構:非營利組織(基金會、協會等)
機構屬性:綜合性服務、兒童青少年福利、婦女福利、老人福利、身心障礙福利、家庭福利、健康醫療、心理衛生、社區規劃(營造)、環境保護、國際合作交流、教育與科學、文化藝術、人權和平、消費者保護、性別平等、政府單位及動物保護等。
2.參加校外志願服務活動。
3.參加本校服務學習教育方案。
4.參加校外自組團隊之社會服務方案。
三、申請資格及補助範圍:
1.具學雜費減免資格者,包含低收入戶學生、中低收入戶學生、身心障礙學生及身心障礙人士子女、特殊境遇家庭子女孫子女學生。
2.未符合學雜費減免資格但獲教育部弱勢助學金補助學生。
3.原住民學生。
4.家庭突遭變故,請填寫申請表,經學生事務處、人文處、系所及班級導師等提報,審查核可者。
5.懷孕學生(需佐證孕婦健康手冊)
6.扶養未滿3歲子女之學生(需佐證戶口名簿或其他可證明文件)。
四、申請及執行時間:
1.申請時間:115.09.07起,額滿為止
2.執行期程:於計畫內各執行單位擇一完成「第一階段方案諮詢」👉於10-12月進行「星光伴月光方案」內容執行
五、需檢附資料(學習成效文件)
1.期初申請:星光伴月光方案申請表、身分證明文件
2.期中繳交:領據、志願服務時數認證表
3.期末繳交:培訓課程認證表、學習心得、服務機構(督導)評核表、志願服務紀錄冊(持有手冊者才需繳交登錄服務時數)
六、獎勵金發放標準
1.發給時間:10、11、12月,分月發給。
2.發給金額:視當年經費額度,核定獎助金額,惟每月最高3仟元至4仟元為限。
3.依慈濟大學完善就學輔導機制獎勵辦法規定,需完成第一階段方案諮詢後,始能進入第二階段方案執行。
4.備註:
(1)上學期申請後未完成之情形,將視為審核之依據。
(2)執行時間為10月至12月,按月提供獎勵金,無按月完成服務時數者則延至次月核銷。(例如:10月無服務時數,當月獎勵金將延至11月執行服務後核銷)

Accordingly, the university promotes diverse service-learning education and social volunteer activities, transforming service venues and resources into learning environments to enrich the depth and breadth of student learning, while simultaneously promoting the public value of education and the implementation of altruistic service education. The application details are as follows:
I. Learning Guidance Program: Participation in social volunteer services and the university's service-learning education programs.
II. Learning Guidance Content:
1. Participation in various social volunteer services provided by non-profit organizations.
Recommended Organizations: Non-profit organizations (foundations, associations, etc.).
Organizational Attributes: Comprehensive services, child and youth welfare, women's welfare, elderly welfare, welfare for persons with disabilities, family welfare, health and medical care, mental health, community planning (construction), environmental protection, international cooperation and exchange, education and science, culture and arts, human rights and peace, consumer protection, gender equality, government agencies, and animal protection.
2. Participation in off-campus volunteer activities.
3. Participation in the university's service-learning education programs.
4. Participation in social service programs organized by off-campus student teams.
III. Eligibility and Subsidy Scope:
1. Students eligible for tuition and fee waivers, including students from low-income households, low-to-middle-income households, students with disabilities and children of persons with disabilities, and students from families in special circumstances.
2. Students who do not meet the criteria for tuition and fee waivers but have received the Ministry of Education's Financial Aid for Disadvantaged Students.
3. Indigenous students.
4. Students facing sudden family emergencies: Please complete the application form, which must be submitted by the Office of Student Affairs, the Office of Humanities, the respective department, and the class advisor for review and approval.
5. Pregnant students (supporting documentation from the Maternal and Child Health Handbook is required).
6. Students supporting children under the age of 3 (supporting documentation such as a household registration transcript or other verifiable documents is required).
IV. Application and Implementation Period:
1. Application Period: From September 7, 2026, until the quota is filled.
2. Implementation Schedule: Complete the "Phase I Program Consultation" with one of the participating units within the plan, followed by the implementation of the "Starlight Accompanying Moonlight" program from October to December.
V. Required Documents (Learning Outcome Documentation):
1. Initial Application: Application form for the "Starlight Accompanying Moonlight" program and identity verification documents.
2. Mid-term Submission: Receipts and Volunteer Service Hour Certification Form.
3. Final Submission: Training Course Certification Form, learning reflections, evaluation form from the service organization (supervisor), and the volunteer service logbook (only those holding a handbook are required to submit logged service hours).
VI. Reward Fund Disbursement Standards:
1. Disbursement Schedule: Monthly disbursements in October, November, and December.
2. Disbursement Amount: The amount will be determined based on the annual budget, with a monthly maximum limit of 3,000 to 4,000 TWD.
