一、健康署函文表示，因應菸害防制法部分條文修正草案規定，「持有」電子煙將屬違法行為，以及草案訂有1個月之緩衝期，為使民眾得以處理違法物品，並避免隨意棄置危害環境，爰已於全國設「電子煙回收桶」據點，提供「持有」電子煙之民眾自主投遞。
二、上揭電子煙回收據點計431處，請逕至健康署之官網(https://www.hpa.gov.tw)首頁＞健康主題＞健康生活＞菸害防制＞電子煙防制專區查詢；投遞須知如下：
(一)回收期限：自本年9月7日起，至菸害防制法修正條文施行後1個月止（緩衝期屆滿）。
(二)全程不記名：投遞時無須具名及提供任何個人資料。
(三)投遞時間：各回收點機關之上班服務時間。
(四)安全提醒：請確認機身與煙油已妥善包裝，以避免煙油外漏或碰撞產生危險。
四、檢附健康署製作之「電子煙回收桶全台回收據點(含QR code)」圖卡，以及「拒絕電子煙擺布」宣導海報各1份，請協助利用多元管道（如會議、研習、講座、活動、網頁、公佈欄、衛教等），向所屬單位、教職員工生及家長等廣為宣導，以避免於修法公布後觸法。

一、In accordance with the amended provisions of the Tobacco Hazards Prevention Act, the Health Promotion Administration (HPA) has established a nationwide network of e-cigarette recycling bins. This initiative aims to provide individuals who currently possess e-cigarettes with a lawful means to dispose of these items, thereby preventing illegal possession and mitigating environmental risks associated with improper disposal.
二、The HPA has set up a total of 431 recycling locations across the country. For detailed information on these locations, please visit the HPA is official website at (https://www.hpa.gov.tw) and navigate to the homepage Health Topics ; Healthy Living Tobacco Hazards Prevention E-cigarette Prevention Zone.
Guidelines for E-cigarette Recycling:
(一)Recycling Period:From September 7, 2024, until one month after the amended provisions of the Tobacco Hazards Prevention Act come into effect (end of the grace period).
(二)Anonymous Submission:No personal identification or information is required when submitting e-cigarettes for recycling.
(三)Operating Hours:Recycling bins are available during the regular business hours of the respective agencies.
(四)Safety Precautions:Please ensure that the e-cigarette devices and e-liquids are properly packaged to prevent leaks or damage during handling.
三、Attached are two materials produced by the HPA:
- A map of all e-cigarette recycling bins nationwide (including QR codes)
- A poster titled “Reject the Manipulation of E-cigarettes”
We kindly request your assistance in disseminating this information through various channels, such as meetings, training sessions, lectures, events, websites, bulletin boards, and health education programs, to all relevant units, faculty, staff, students, and parents. This will help ensure awareness and compliance with the new regulations to avoid any legal repercussions after the amendments are implemented.
