一、依據教育部115年9月11日臺教學(五)字第1152803930號函辦理。
二、依近期媒體報導,犯罪集團透過社群平臺及通訊軟體,以高薪工作、協助運送貨物等名義招募人員,誘騙被害人前往指定地點,限制人身自由,並有吸收少年從事招募或參與犯罪之情形,相關案件刻正由檢警偵辦中。
三、為提升學生風險辨識及自我保護能力,請本校各行政與教學單位結合友善校園週等相關活動,依學生年齡及學習階段,運用朝會、班會、課程、講座、校內網站、社群平臺或電子看板等多元管道,加強就防制人口販運、網路交友安全、打工求職安全及人身安全等事項進行宣導。
四、另請加強提醒學生對於網路或社群平臺刊載之高薪工作、來源不明之邀約、陌生人主動接觸,或要求前往陌生地點等情形,務必提高警覺,審慎查證,切勿輕信或貿然配合,以免遭受詐騙、人口販運或犯罪集團吸收利用;如發現可疑情形,或遭受威脅、控制、限制人身自由等情事,應立即向師長、家長或警察機關求助,以維護自身安全。

I. This notice is issued in accordance with the Ministry of Education is official letter No. 1152803930 dated September 11, 2026.
II. Recent media reports indicate that criminal organizations are recruiting individuals through social media platforms and communication software, using enticing offers such as high-paying jobs or assistance in transporting goods. Victims are lured to designated locations, where their personal freedom is restricted. There are also instances of these groups targeting minors for recruitment or involvement in criminal activities. Relevant authorities are currently investigating these incidents.
III. To enhance students i ability to identify risks and protect themselves, all administrative and academic units of this university are requested to integrate these themes into activities such as the Friendly Campus Week. Depending on the students i age and academic level, please utilize morning assemblies, class meetings, courses, lectures, the university is official website, social media platforms, or electronic bulletin boards to strengthen awareness campaigns on the prevention of human trafficking, online safety, safe job-seeking practices, and personal safety.
IV. Additionally, please remind students to remain vigilant regarding high-paying job postings on the internet or social media platforms, unsolicited invitations from unknown sources, unsolicited contact from strangers, or requests to go to unfamiliar locations. Students should carefully verify such information and avoid trusting or complying with these requests to prevent falling victim to fraud, human trafficking, or recruitment by criminal organizations. If any suspicious situations arise, or if students experience threats, control, or restrictions on their personal freedom, they should immediately seek assistance from teachers, parents, or the police to ensure their safety.
