 主  旨  【代公告】教育部函:學校辦理赴陸教育交流活動應注意事項及落實填報登錄平臺事宜Important Guidelines for Schools Organizing Educational Exchange Activities in Mainland China and Mandatory Registration on the Educational Exchange Activity Platform

一、兩岸教育交流目的,在於促進相互瞭解與溝通,學校應遵守兩岸政策立場及臺灣地區與大陸地區人民關係條例(簡稱兩岸條例)等法令規定,秉持對等尊嚴原則,辦理各項教育交流活動。大陸委員會自113年6月27日起調升中國大陸及香港澳門旅遊警示為「橙色」,建議國人避免非必要旅行,爰請加強宣導當前兩岸情勢與政府政策,提醒師生赴陸交流風險及挑戰,以落實保障我學生人身安全與權益。
二、本部於108年建置「赴陸教育交流活動登錄平臺」,凡以學校名義組團或我方學生赴大陸地區進行學生教育交流活動,或大陸地區學生組團至我方學校與我方學生進行教育交流活動,不論實體、視訊(線上)等交流形式,於活動起始日1個月前至前揭平臺之「教育交流活動」頁面登錄,並於活動完成後1個月內至「事後登錄」回報活動概況。此外,學校如有協助公告陸方活動訊息之情事(無論實體或線上),應於公告日前或公告日起3日內至前揭平臺之「協助公告陸方活動訊息」頁面登錄。
三、請加強宣導學生自行參加校內外機關(構)、單位、社團、系學會、民間基金會(或協會)辦理或學校教職員生自行招攬校內外學生赴陸交流活動(如於社群平臺發布相關資訊),應主動回報學校,各校亦應至前揭平臺填報。
四、學校及教師辦理學生赴陸交流活動、學生參加赴陸交流活動(含實習),以及學校(含教職員生)協助公告陸方活動訊息,應落實至前揭平臺填報,並遵守兩岸政策立場及法令規定,秉持對等尊嚴原則,對陸方主動邀約活動應提高警覺(如全額免費、落地接待等),亦應注意活動目的、辦理單位、行程安排與文宣資料等,不應涉有政治目的或政治性內容,避免協助或配合陸方宣傳。
五、本部向來支持兩岸間良性互動,惟為避免學校涉及違反兩岸條例第33條之1規定以及現行兩岸政策規範,爰請學校謹慎審視兩岸教育交流活動陸方主辦或協辦單位不得為大陸地區黨務、軍事、行政或具政治性機關(構),檢附大陸委員會113年5月2日修正公告「臺灣地區人民、法人、團體或其他機構,禁止擔任大陸地區黨務、軍事、行政或具政治性機關(構)、團體之職務或為其成員」之事項附件一併供參。
六、學校應強化自我檢覈與內控機制,並保留相關紀錄。本部將定時與不定時查核,填報情形將列入行政考核紀錄及獎補助款之參據。學校如對活動辦理單位、目的、行程及內容有相關疑義,應函詢大陸委員會釐明及確認後始得辦理。

1. The purpose of cross-strait educational exchanges is to promote mutual understanding and communication. Schools shall conduct all educational exchange activities in accordance with the Government is cross-strait policy, the **Act Governing Relations between the People of the Taiwan Area and the Mainland Area**, and other applicable laws and regulations, while upholding the principle of equality and mutual respect. Since June 27, 2024, the Mainland Affairs Council (MAC) has raised the travel alert for Mainland China, Hong Kong, and Macao to **"Orange,"** advising the public to avoid non-essential travel. Schools are therefore requested to strengthen awareness of the current cross-strait situation and government policies, and remind faculty members and students of the potential risks and challenges associated with educational exchanges in Mainland China in order to safeguard the personal safety and rights of participating students.

2. In 2019, the Ministry of Education (MOE) established the **Mainland China Educational Exchange Activity Registration Platform**. Any educational exchange activity conducted under the name of a school—including school-organized student groups traveling to Mainland China or groups of students from Mainland China visiting Taiwan to engage in educational exchanges with local students—must be registered on the **"Educational Exchange Activities"** page of the platform at least **one month prior** to the start of the activity, regardless of whether the exchange is conducted in person or online. A post-event report must also be submitted through the **"Post-Activity Registration"** page within **one month after** the activity concludes. Furthermore, if a school assists in announcing or promoting activities organized by Mainland Chinese organizations (whether in person or online), it must register such information on the **"Assistance in Announcing Mainland Activities"** page of the platform either **before the announcement** or **within three days after** the announcement is made.

3. Schools should also strengthen communication with students regarding self-initiated participation in cross-strait exchange activities organized by on-campus or off-campus organizations, student associations, departmental student associations, private foundations (or associations), or activities independently promoted by faculty members or students (including those advertised through social media platforms). Students should proactively report such activities to their schools, and schools are responsible for registering these activities on the aforementioned platform.

4. Schools and faculty members organizing student exchange activities in Mainland China, students participating in educational exchange activities or internships in Mainland China, as well as schools (including faculty, staff, and students) assisting in the promotion of activities organized by Mainland Chinese entities, are all required to complete the necessary registrations on the platform. Schools must comply with the Government is cross-strait policy and relevant regulations while adhering to the principle of equality and mutual respect. Particular caution should be exercised regarding invitations initiated by Mainland Chinese organizations, especially those offering fully sponsored travel or local hospitality. Schools should carefully examine the purpose of the activity, the organizing institution, itinerary, promotional materials, and related content to ensure that the activities do not involve political objectives or politically sensitive content, and should avoid assisting with or participating in any propaganda activities initiated by Mainland Chinese organizations.

5. The Ministry of Education has consistently supported healthy and constructive cross-strait interactions. However, to prevent schools from violating **Article 33-1 of the Act Governing Relations between the People of the Taiwan Area and the Mainland Area** and current cross-
