 主  旨  【計畫徵求】農業部公開徵求116至117年度「重要作物及經濟動物數位育種技術實用化」計畫。Agricultural Ministry publicly solicits proposals for the "Practical Digital Breeding Technology for Major Crops and Economic Animals" program for fiscal years 116 to 117.
 內  容 
一、農業部為鼓勵農、漁、畜育種程序朝數位發展,114至117年度特推動旨揭計畫,以開發育種性狀之數位調查及紀錄工具,藉此蒐集高通量育種調查資料,以擴大育種計畫規模,並進行融合多重體學(Panomics)分析、設計育種(Design Breeding)等大數據解析、AI預測等工作。
二、本計畫114至115年已針對水稻、種豬、臺灣鯛共13項經濟物種(附件1),由學研團隊進行體學資料整合、表型調查技術開發、育種決策模型驗證等工作。為確認既有團隊116至117年度規劃工作扣合前述計畫目標,並鼓勵將前期數位育種成果於實際育種場域進行應用驗證,爰進行本次公開徵求,並透過業界參與計畫機制,俾促進技術成果於公私部門育種流程之應用與擴散,提升育種產業數位轉型能力。
三、本計畫採單一整合型研究計畫形式徵求,請由研究或學術單位擔任統籌,產業單位得依計畫需求,擔任共同主持人或協同主持人角色,與學研單位共同規劃及執行相關工作項目,針對特定經濟物種組成學研或產學研數位育種團隊,以強化數位育種技術之實務應用性及產業落地效益;若非原計畫團隊,如已具備育種數位化相關技術成果,且符合本計畫目標與效益,亦歡迎研提(請詳附件2)。
四、本案徵求期程自即日起至本(115)年7月10日(五)止,計畫期程為2年。本計畫採一次簽約、分年度核定方式辦理,如有產業單位參與相關工作項目,其經費將於提案審查通過後,另依本部數位育種業界參與計畫(另行公告)相關規定辦理。計畫將擇優錄取具備良好整合性、合作性及互補性之團隊,並以解決育種問題為目標,提案內容須規劃完整工作內容、明確執行分工及具體量化成果與評核指標,以提升計畫整體執行與應用價值。審查日期將另以電郵通知申請人。
五、請依所附計畫書徵求格式(附件3)提出計畫構想書(50頁以內,補充資料以附件呈現,不計入頁數),於徵求截止日前,親送或郵寄書面計畫書一式6份至本部農業科技司研究發展科,計畫書電子檔請E-mail承辦人。
**Announcement: Call for Proposals for the Digital Breeding Program (2025–2028)**

**I. Background and Purpose**
To encourage the digital transformation of breeding programs in agriculture, fisheries, and livestock sectors, the Ministry of Agriculture has launched a dedicated initiative for the 2025–2028 period. This program aims to develop digital tools for the investigation and recording of breeding traits, enabling the collection of high-throughput breeding data. The initiative seeks to expand the scale of breeding projects and facilitate advanced data analysis, including integrated panomics analysis, design breeding, and AI-based predictive modeling.

**II. Progress and Objectives**
During the 2025–2026 period, the program focused on 13 economically significant species, including rice, swine, and Taiwanese grouper (see Attachment 1). Academic and research teams worked on integrating omics data, developing phenotyping technologies, and validating breeding decision models. To ensure that the planned work for 2027–2028 aligns with the program is objectives and to promote the practical application of digital breeding outcomes, this public call for proposals is now being issued. The program encourages industry participation to facilitate the adoption and dissemination of technological advancements in both public and private breeding processes, thereby enhancing the digital transformation capabilities of the breeding industry.

**III. Proposal Structure**
This program will accept proposals in the form of a single integrated research project. The lead institution must be an academic or research organization, while industry partners may serve as co-principal investigators or collaborators, depending on the project is requirements. Teams should be formed around specific economic species, comprising academic, research, and industry members, to strengthen the practical application and industrial impact of digital breeding technologies. Non-original teams with relevant digital breeding achievements that align with the program is goals and benefits are also welcome to submit proposals (see Attachment 2 for details).

**IV. Submission Guidelines and Evaluation Criteria**
The proposal submission period is from the date of this announcement until July 10, 2026. The project duration will be two years. Proposals will be reviewed and approved on an annual basis, with a single contract awarded. If industry partners are involved, their funding will be processed according to the Ministry is Digital Breeding Industry Participation Program (to be announced separately). Proposals will be evaluated based on their integration, collaboration, and complementarity, with a focus on solving breeding challenges. Each proposal must include a comprehensive work plan, clear division of responsibilities, and specific quantifiable outcomes and evaluation metrics to enhance the overall value and application of the project. Review dates will be communicated to applicants via email.

**V. Submission Requirements**
Proposals must be submitted in accordance with the provided format (Attachment 3). The proposal should not exceed 50 pages, with supplementary materials provided as attachments and not counted toward the page limit. Hard copies of the proposal (six copies) must be delivered in person or by mail to the Research and Development Division, Agricultural Technology Department, Ministry of Agriculture, before the submission deadline. Electronic copies should be emailed to the designated contact person.
