二、依109年至114年統計資料顯示，妨害兵役案件中，以經催告仍未返國，致未能接受徵兵處理或徵集者為最常見類型，其比例高達61%，此類案件多屬當事人對妨害兵役相關規定認知不足所致。究其原因，現行兵役制度之宣導多集中於役男接近服役年齡階段，就學期間之學生及家長接觸妨害兵役相關法令資訊相對有限，顯示宣導時間點確有提前之必要，故內政部提供可編輯修改之Adobe Illustrator（AI）原始檔、妨害兵役防制向下扎根之宣導策略與推動作法文字檔及簡報檔（下載路徑：https://pse.is/8vf2f2）給同學們參考，歡迎大家下載多加利用。

I. This announcement is issued in accordance with the Ministry of Education is letter No. 1150038709 dated April 16, 2026, which forwards the Ministry of the Interior is letter No. 11511604471 dated April 13, 2026.
II. According to statistical data from the years 109 to 114, the most common type of case involving violations of conscription regulations is that of individuals who, despite being notified, have still not returned to Taiwan and thus have not undergone the conscription process or been called up. This category accounts for as high as 61% of all cases. The primary cause of these incidents is often a lack of understanding among individuals regarding the relevant regulations. The main reason for this is that current conscription system awareness campaigns are primarily focused on young men who are approaching their conscription age, resulting in limited exposure to related legal information for students and their parents during their academic years. This indicates that there is indeed a need to advance the timing of awareness campaigns. Therefore, the Ministry of the Interior has provided editable Adobe Illustrator (AI) source files, written materials outlining strategies and implementation methods for the prevention of conscription violations, and presentation files (download path: https://pse.is/8vf2f2) for students i reference.
