旨揭競賽及計畫係為鼓勵青年學子對本縣公共議題的關注及運用所學鏈結在地產業，藉此培養啟發具潛力優秀青年，促進青年團隊思考地方發展的目標。
一、旨揭競賽及計畫說明如下：
(一)2026花蓮青年夢想家提案競賽：
1、提案時間：即日起至115年5月25日(星期一)下午5時止。
2、參加資格：凡對社區觀察及公共議題具備高度關注與行動熱誠，且就讀花蓮縣內或設籍本縣並於外縣市就學之高中職或大專院校之在學學生。
3、提案方式：團隊需先填寫報名意願表，完成填寫後，將由執行單位寄送正式繳件資料之網址。
4、提案實踐：
(1)、「自選議題組」：包含高中職組與公私立大專院校組，實踐場域需以花蓮縣境內為主，並選擇明確地點、群體及議題作為實踐提案出發點。
(2)、「指定議題組」：
甲、太巴塱部落祭儀文化教育推廣與文化轉譯設計：參賽團隊需以太巴塱文物館及其周邊場域為核心，結合太巴塱部落祭儀文化與歷史記憶，設計具文化教育意義、公共參與及可延續之提案。方向可包含但不限於：部落部落祭儀文化教育推廣、文化資產轉譯設計、部落故事與口述歷史之敘事設計、青年文化學習與世代交流活動、文化展覽與空間互動設計、部落藝術與文化創作展示等。
乙、花蓮港放送局歷史文化推廣與實境解謎設計：參賽團隊需以花蓮港放送局為核心場域，結合其歷史文化與廣播記憶，設計具公共參與與文化推廣意義之提案。方向可包含但不限於：廣播文化歷史轉譯、聲音文化體驗設計、文化場域探索活動、數位互動體驗設計、文化教育推廣活動等，並鼓勵以創新科技或互動形式呈現花蓮在地歷史文化。
5、夢想家行動獎勵金：
(1)、「自選議題組」：最高獎勵金額為新臺幣7萬元整。
(2)、「指定議題組」：最高獎勵金額為新臺幣15萬元整。
(二)2026青年鏈結地方產業專題成果補助計畫：
1、提案時間：即日起至115年5月11日(星期一)下午5時截止。
2、申請資格：年滿18歲以上，且目前就讀花蓮縣公私立大專院校之青年，以團隊方式提出申請，團隊須包含1至2名校內指導老師及至少2名(含)成員。
3、提案方式：團隊需先填寫報名意願表，完成填寫後，將由執行單位寄送正式繳件資料之網址。
4、專題行動獎勵金：每組提供行動獎勵金(含成果展)共新臺幣2.5萬元整。

The purpose of this competition and project is to encourage young students to pay attention to public issues in the county and to use their knowledge to connect with local industries, thereby cultivating and inspiring promising young people and promoting youth teams to think about local development goals.
I. The details of the competition and project are as follows:
(I) 2026 Hualien Youth Dreamers Proposal Competition:
1. Proposal Period: From now until 5:00 PM on May 25, 2026 (Monday).
2. Eligibility: Students currently enrolled in high school, vocational school, or junior college in Hualien County or whose household registration is in Hualien County but who are studying in other counties or cities, who have a high level of concern and enthusiasm for community observation and public issues.
3. Proposal Method: Teams must first fill out an application form. After completion, the implementing unit will send the official submission materials to the designated website.
4. Proposal Implementation:
(1) "Self-Selected Topic Group": Includes high school/vocational school group and public/private junior college group. The implementation site must be mainly within Hualien County, and a specific location, group, and issue must be selected as the starting point for the proposal. (2) "Designated Topic Groups":
A. Taibalang Tribal Ritual Culture Education Promotion and Cultural Translation Design: Participating teams must focus on the Taibalang Cultural Relics Museum and its surrounding areas, combining Taibalang tribal ritual culture and historical memories to design proposals with cultural educational significance, public participation, and sustainability. Directions may include, but are not limited to: tribal ritual culture education promotion, cultural asset translation design, narrative design of tribal stories and oral history, youth cultural learning and intergenerational exchange activities, cultural exhibition and spatial interaction design, and tribal art and cultural creation display.
B. Hualien Harbor Broadcasting Station Historical and Cultural Promotion and Immersive Puzzle Design: Participating teams must focus on the Hualien Harbor Broadcasting Station as the core site, combining its historical culture and broadcasting memories to design proposals with public participation and cultural promotion significance. Directions may include, but are not limited to: broadcast culture historical translation, sound culture experience design, cultural field exploration activities, digital interactive experience design, cultural education promotion activities, etc., and the use of innovative technologies or interactive forms to present Hualien is local history and culture is encouraged. 5. Dreamer Action Award:
(1) "Self-Selected Topic Group": The maximum award amount is NT$70,000.
(2) "Designated Topic Group": The maximum award amount is NT$150,000.
(II) 2026 Youth Connecting Local Industries Project Achievement Subsidy Program:
1. Proposal Period: From now until 5:00 PM on May 11, 2026 (Monday).
2. Eligibility: Youth aged 18 and above currently enrolled in public or private colleges in Hualien County must apply as a team. The team must include 1-2 on-campus instructors and at least 2 members.
3. Proposal Method: Teams must first fill out an application form. After completion, the implementing unit will send the official submission materials via the website address.
4. Project Action Award: Each team will receive a project action award (including a results exhibition) totaling NT$25,000.
