一、依據國家消防法及本校學生宿舍生活輔導辦法辦理本案。
二、演練規定:
(一)演練時間：
1.115年04月01日13:30至15:30（建國校區）
2.115年04月10日13:30至15:30（中央校區）
2.115年05月08日13:30至15:30（介仁校區）
(二)集合地點：
1.各宿舍各集結地區（建國校區）
2.湖區草地（中央校區）
3.大愛草原集合地（介仁校區）
(三)參加人員：學生宿舍全體住宿生、宿舍輔導員、學務處生輔組當值同仁。
(四)學生請假規定：依據慈濟大學學生請假規則辦理，請務必詳閱法規，其摘錄重點如下：
第四條 學生因故不能上課或參加集會及其他規定之活動時，均須辦理請假，如未經請假或未獲准假者，均以曠課論處。
第十條 凡規定之活動或代表學院參加外界集會活動，因故不能參加時，必須請集會假。
第十二條 學生請假應按所需天數多寡，依照下列准假權責之規定逐級陳遞核准：（四） 集會假：由派遣單位主管，會同導師核准。
第十四條 請假所附之證明文件，如有虛偽造假並經查明屬實時，除將已缺席之時日以曠課論處外，並予記過處分。
三、演練程序:
(一)1330-1350 寢室內進行人安點名
(二)1350-1400 各有關單位所有人員就指定位置就位
(三)1400-1410 緊急狀況演練發佈：住宿生進行自我防護動作與人員疏散
(四)1410-1510 消防器具講解說明與實作：滅火器、消防栓、緊急緩降機、CPR
(五)1510-1530 召開訓後檢討會
四、注意事項:
(一)一年級新生必須參加上下學期兩次消防暨逃生演練，春季班新生及寒轉生須參加當學期消防暨逃生演練，舊生每學年需至少參加一次消防暨逃生演練，該場次無法參加同學，應自行選擇參加其他場次。
(二)演練時間，學生宿舍雖未實施全面斷電，但仍請同學勿撘乘電梯，另個人電器用品如電腦等，請預作斷電準備。
(三)本次演練因考量同學安全，避免於實際操作過程中受傷，因此演練全程請同學確依規定穿著休閒服、皮鞋或球鞋，請勿穿著涼鞋或拖鞋。

二、Drill Regulations
(一)Drill Schedule:
1.April 1, 115, 13:30–15:30 (Jianguo Campus)
2.April 10, 115, 13:30–15:30 (Zhongyang Campus)
3.May 8, 115, 13:30–15:30 (Jiere Campus)
(二)Assembly Locations:
1.Designated assembly areas within each dormitory (Jianguo Campus)
2.Lake area lawn (Zhongyang Campus)
3.Great Compassion Meadow (Jiere Campus)
(三) Participants:
All resident students, dormitory counselors, and on-duty staff from the Student Affairs Division, Dormitory Guidance Section.
(四) Leave of Absence Policy for Students:
Leave procedures shall be governed by the Tzu Chi University Student Leave Regulations. Please carefully review the regulations; key excerpts are as follows:
Article 4:Students who are unable to attend classes, meetings, or other scheduled activities must apply for leave. Failure to do so will be treated as truancy.
Article 10:If students are unable to attend scheduled activities or represent the university at external events, they must apply for meeting leave.
Article 12:Leave applications must be submitted according to the number of days required and approved in accordance with the following authority:
Meeting Leave:Approved jointly by the unit supervisor and the student is advisor.
Article 14:If false or forged documents are submitted and verified, the days of absence will be treated as truancy, and the student will receive a formal reprimand.
三、Drill Procedure：
(一)13:30–13:50 Roll call and personnel check within dormitories.
(二)13:50–14:00 All relevant personnel proceed to their designated positions.
(三)14:00–14:10 Emergency scenario announcement: Residents perform self-protection actions and evacuate.
(四)14:10–15:10 Fire equipment demonstration and practice: Fire extinguishers, fire hydrants, emergency descenders, and CPR.
(五)15:10–15:30 Post-training review meeting.
四、Matters for Attention：
(一)First-year students must participate in two fire and evacuation drills per academic year (one in each semester). Spring semester entrants and students transferring from winter semester must participate in the drill of the current semester. Returning students must participate in at least one drill per academic year. Students unable to attend their assigned session should choose to participate in another session.
(二)Although the dormitories will not be fully powered down during the drill, students are advised not to use elevators. Please prepare to disconnect personal electronic devices such as computers in advance.
(三)For safety reasons, all students must wear casual clothing, leather shoes, or sneakers throughout the drill. Sandals or slippers are strictly prohibited.
