一、旨揭計畫校徵件申請至115年3月31日(二)止，請有意申請教師於期限內提交計畫書紙本1份(含電子檔)。
二、旨揭計畫徵求對象、適用範圍摘述如下：
（一）徵求對象：慈濟志業體所屬人員，計畫主持人須為慈濟教育志業體主聘人員且符合國科會計畫申請資格人員，共同主持人為慈濟志業體人員。
（二）計畫類型：
1.計畫類型分：旗艦型專題計畫、學術型研究計畫、服務型計畫、人才培育型計畫、技術型合作計畫五類。
2.旗艦型專題計畫、學術型研究計畫至多以3年期規劃為原則，申請計畫之分年計畫內容應有其連貫性，並預期於全程計畫結束時可提出具體成果；
服務型計畫、人才培育型計畫、技術合作型計畫以單年期規劃為原則。
（三）計畫範圍
1.旗艦型專題計畫：對台灣或全球人類、環境與社會發展產生重大影響之計畫，計畫成果以取得國際認證、發表國際論文與產生國際性影響力為目標之整合型研究計畫，每件計畫額度年度上限以五百萬元為原則。
2.學術型研究計畫：社會科學、慈善工作、防備減賑災等任務導向、重點領域主題之整合型研究計畫，每件計畫額度年度上限以三百萬元為原則。
3.服務型計畫：由慈濟基金會各處室單位提出、或各校因應各業務推展所需之慈善服務合作計畫，每件計畫額度年度上限以一百萬元為原則。
4.人才培育型計畫：包括各類人才獎助培育、在職教育、培訓、研習、研討、競賽、實習或訓練等相關合作事項。
5.技術型合作計畫：包含專利申請、技術研發、創新育成等計畫合作事項。
三、審查作業
（一）初審：由學校研發處進行資格審查後邀集相關領域專家進行初審。旗艦型與學術型申請案，送校外委員進行初審。
（二）複審：由學校彙整提報至慈善志業進行複審。

**Announcement Regarding the Application for the Tzu Chi Foundation is Research and Service Grant Program**

**I. Application Deadline**
The deadline for submitting applications for the aforementioned program is **March 31, 2026 (Friday)**. Faculty members who intend to apply are kindly requested to submit one hard copy of the project proposal (including an electronic file) before the deadline.

**II. Scope and Eligibility**
**(1) Eligible Applicants:**
Applicants must be personnel affiliated with the Tzu Chi Foundation, with the principal investigator required to be a full-time employee of the Tzu Chi Education Foundation and eligible to apply for projects under the National Science and Technology Council (NSTC). Co-investigators must also be affiliated with the Tzu Chi Foundation.
**(2) Project Categories:**
1. The program includes five categories: Flagship Research Projects, Academic Research Projects, Service Projects, Talent Development Projects, and Technology Collaboration Projects.
2. Flagship and Academic Research Projects are generally planned for a maximum duration of three years. Annual plans must be coherent, with the expectation of delivering concrete outcomes by the end of the project. Service, Talent Development, and Technology Collaboration Projects are planned for a single year.
**(3) Project Scope:**
1. **Flagship Research Projects:** Projects expected to have a significant impact on human, environmental, and social development in Taiwan or globally. These projects aim to achieve international certification, publish international papers, and generate international influence. The annual funding limit per project is generally up to NT$5,000,000.
2. **Academic Research Projects:** Integrated research projects focusing on social sciences, charity work, disaster prevention, and relief. The annual funding limit per project is generally up to NT$3,000,000.
3. **Service Projects:** Projects proposed by various departments of the Tzu Chi Foundation or by universities to support charitable service collaborations. The annual funding limit per project is generally up to NT$1,000,000.
4. **Talent Development Projects:** Projects related to talent scholarships, in-service education, training, seminars, competitions, internships, or other forms of talent development.
5. **Technology Collaboration Projects:** Projects involving patent applications, technology development, and innovation incubation.

**III. Review Process**
**(1) Preliminary Review:**
The Office of Research and Development will conduct a preliminary eligibility review and invite relevant experts to conduct the initial evaluation. Applications for Flagship and Academic Research Projects will be reviewed by external reviewers.
**(2) Final Review:**
The university will compile and submit the reviewed applications to the Charity Division for final evaluation.
