說明:
一、為配合教育部「青年發展署」115年度大專校院職涯輔導補助計畫之實施,並因應該計畫已將「SCPC國際職業策略規劃師」證照納入專業證照項目,本會特此邀請貴校派遣教師參與「SCPC國際職業策略規劃師課程」,以共同推動並強化職涯輔導的知識與技能,助力貴校在職涯輔導方面的發展。
二、1-1配合政策推動,提供專業訓練資源:
三、本會深感各校在推動職涯發展與境外生輔導工作中所面臨之挑戰,故致力於提供全台大專校院最專業的國際認證訓練資源,協助教師強化生涯諮詢與策略規劃能力,並提供擅外語之職涯師資資源,以因應境外生多元需求。
四、1-2 鼓勵績優單位,設立獎學金補助:
五、SCPC 技術近年已獲台北教育大學、慈濟大學、義守大學、台中科技大學、致理科技大學……等北、中、南、東多所大專校院國際處、職涯輔導中心採納,實際應用於境外生留台發展與畢業生職涯輔導之推動,成效獲得高度肯定。為鼓勵長期投入境外生輔導之績優學校與教師,凡具有教育部國際及兩岸教育司自設立之「境外學生輔導表揚紀錄」者,或是貴校有榮獲教育部優良教師者,檢附本公文與相關得獎證明,即可申請本課程獎學金補助。誠摯邀請 貴校派員參訓,攜手強化校內輔導團隊之專業能量,共同打造更具實效與溫度的職涯支持系統。
六、SCPC即為「115年度教育部青年發展署推動的大專校院職涯輔導補助計畫」關鍵績效指標所指:全校教職員、職輔單位人員、境外生輔導團隊,具職輔相關專業證照之一。而因應新一代職涯問題,SCPC相較於傳統職涯證照的優勢:

八、現今學生在升學、就業與生涯抉擇上,常呈現焦慮高、耐心低、期待快速獲得方向之特性,傳統需多次晤談才能逐步釐清的輔導模式,已不易因應校園現場之實際需求。
九、SCPC 所培訓之「敏捷式職涯輔導流程」,協助教師在有限的輔導時間內,快速聚焦學生當前困擾,並引導其形成可執行之行動方向,使每一次輔導晤談皆能有效推動學生後續行動,提升教師輔導效率與學生投入度。
十、2-2 強化教師專業一致性,提升校內輔導品質:
十一、SCPC 課程採結構化訓練設計,結合理論基礎與大量校園與職場實務案例,透過專業師資授課、案例演練與督導機制,協助教師建立共通的職涯輔導語言與判斷邏輯。
十二、此訓練模式有助於不同系所、不同背景之教師,在進行導師晤談、職涯輔導或境外生輔導時,能以一致且具策略性的方式引導學生,避免各自為政或輔導品質落差,進一步提升校內整體輔導專業度。
十三、2-3 回應境外生與畢業生適應需求,降低輔導壓力:
十四、SCPC 核心強調「自我效能建立」與「小步行動推進」,協助教師引導學生在面對文化差異、職場適應與生涯不確定性時,先建立可行的短期行動與信心基礎。
十五、相較於僅著重長期生涯探索之傳統模式,SCPC 更有助於教師在有限輔導資源下,協助學生穩定情緒、累積成功經驗,降低延宕就業或適應不良之風險,特別適用於境外學生與即將畢業之學生族群。

To align with the Ministry of Education is Youth Development Agency is 2026 Career Counseling Subsidy Program for Universities and Colleges, and in response to the program is inclusion of the “SCPC International Career Strategist” certification as a professional credential, our association hereby invites your institution to dispatch faculty members to participate in the “SCPC International Career Strategist Course.” This initiative aims to jointly advance and enhance career counseling knowledge and skills, thereby supporting your institution is development in career guidance.

Recognizing the challenges institutions face in advancing career development and supporting international students, our association is committed to delivering the most professional internationally certified training resources to universities and colleges across Taiwan. We assist faculty in enhancing career counseling and strategic planning capabilities while providing multilingual career guidance resources to address the diverse needs of international students.
IV. 1-2 Recognizing Outstanding Institutions through Scholarship Awards:

SCPC is methodology has been adopted by international offices and career counseling centers at numerous universities across northern, central, southern, and eastern Taiwan, including National Taipei University of Education, Tzu Chi University, I-Shou University, National Taichung University of Science and Technology, and Chihlee University of Technology. Its practical application in supporting international students i development in Taiwan and graduate career guidance has garnered high recognition for its effectiveness. To recognize institutions and educators with outstanding long-term contributions to international student support, those holding the “International Student Support Recognition Record” issued by the Ministry of Education is Department of International and Cross-Strait Education, or those with faculty members honored as “Outstanding Teachers” by the Ministry, may apply for scholarship assistance for this program by submitting this official document along with relevant award certificates. We sincerely invite your institution to send representatives to participate in this training. Together, we will enhance the professional capabilities of your campus counseling teams and jointly build a more effective and compassionate career support system.
VI. SCPC refers to the key performance indicator under the “2026 Ministry of Education Youth Development Agency Career Counseling Subsidy Program for Universities”: holding at least one professional certification in career counseling among all faculty, career counseling unit staff, and international student counseling teams. Addressing the career challenges of the new generation, SCPC offers the following advantages over traditional career certifications:

VIII. Today is students often exhibit high anxiety, low patience, and an expectation for rapid direction when making decisions about further education, employment, and career paths. Traditional counseling models requiring multiple sessions to gradually clarify issues are increasingly inadequate for meeting actual campus demands.
9. The “Agile Career Counseling Process” trained through SCPC helps teachers quickly pinpoint students i immediate concerns within limited counseling time and guide them toward actionable steps. This ensures each counseling session effectively drives subsequent student action, enhancing both teacher efficiency and student engagement.
