各位教職員生日安：
敬請運作毒性及關注化學物質之相關單位於春節假期期間，確實注意下列事項，以掌握災害應變「迅速、確實」之原則，預防毒性及關注化學物質災害事件發生，共同維護春節期間之安全，確保人員、環境及財產安全無虞：
一、加強災害預防與通報整備
(一) 加強單位內毒性及關注化學物質災害應變之教育與宣導，並強化災害發生時之橫向及縱向通報、相互支援與聯繫作業。
(二) 請各運作毒性及關注化學物質之實驗室確實檢點緊急防災應變器材，確認是否有短缺、過期或功能不足之情形，並即時補齊。
(三) 落實運作毒性及關注化學物質之人為突發事故預防管理，確實執行每日盤查紀錄，以防止毒性及關注化學物質遺失或失竊。
(四) 強化災害預防、整備及應變作業，確保應變機制正常運作。
(五) 依《毒性及關注化學物質管理法》規定，遇有下列情形之一者，運作人應立即採取緊急防治措施，並至遲於0.5小時內完成通報：
通報順序如下：

須通報之情形包括：
1.因洩漏、化學反應或其他突發事故，致污染運作場所周界外環境者。
2.於運送過程中發生突發事故，致有污染環境或危害人體健康之虞者。
二、落實化學品與生物材料安全管理
實驗室內毒性及關注化學物質應確實存放於上鎖藥櫃中；RG2 病原體須存放於上鎖冰櫃內。另公共區域及走廊之實驗用冰箱、冰櫃及其他實驗設備，亦應確實上鎖，並落實實驗室門禁管理，以避免化學藥品或感染性微生物外流。
三、春節假期期間事故通報規定
如於春節連續假期期間運作毒性及關注化學物質之工作場所，倘發生毒化物洩漏、傾倒或教職員工傷亡等意外事件，工作場所負責人或代理人應於 30 分鐘內通報花蓮縣環保局03-8233131，並副知環安中心，以利即時應變與處置。

**Official Announcement**
To All Faculty and Staff:
As the Spring Festival holiday approaches, we kindly request all units involved in the handling of toxic and hazardous chemicals to strictly adhere to the following measures to ensure prompt and effective disaster response, prevent incidents involving toxic and hazardous substances, and safeguard the safety of personnel, the environment, and property during the holiday period:
**I. Strengthen Disaster Prevention and Reporting Preparedness**
1. **Enhance Education and Communication:**
Please reinforce internal education and awareness regarding disaster response related to toxic and hazardous substances. Ensure robust lateral and vertical communication, mutual support, and coordination in the event of an incident.
2. **Inspect Emergency Equipment:**
All laboratories handling toxic and hazardous substances must thoroughly check emergency disaster prevention equipment. Confirm that there are no shortages, expired items, or equipment with insufficient functionality, and replenish as necessary.
3. **Implement Human Error Prevention:**
Strictly enforce daily inventory records to prevent the loss or theft of toxic and hazardous substances.
4. **Strengthen Preparedness and Response:**
Ensure that disaster prevention, preparedness, and response mechanisms are fully operational.
5. **Immediate Reporting Requirements:**
In accordance with the **Toxic and Hazardous Substances Management Act**, if any of the following situations occur, the responsible party must immediately take emergency measures and report within 0.5 hours:

**Reportable Situations Include:**
1. Pollution of the environment outside the operation site due to leakage, chemical reactions, or other sudden incidents.
2. Environmental pollution or potential harm to human health during the transportation of substances.
**II. Ensure Chemical and Biological Material Safety**
Toxic and hazardous substances in laboratories must be securely stored in locked cabinets. RG2 pathogens must be stored in locked refrigerators. Additionally, all public area and corridor laboratory refrigerators, freezers, and equipment must be locked, and laboratory access control must be strictly enforced to prevent the unauthorized release of chemicals or infectious microorganisms.
**III. Incident Reporting During the Spring Festival Holiday**
If any incidents involving the leakage, spillage, or injury/death of staff occur at workplaces handling toxic and hazardous substances during the Spring Festival holiday, the responsible person or their representative must report to the Hualien County Environmental Protection Bureau at 03-8233131 within 30 minutes and notify the Environmental Safety Center for immediate response and handling.
