修訂花蓮縣政府補助辦理青年發展事務作業要點第二點、第三點、第四點如下：
第二點、補助對象：
於花蓮縣(以下簡稱本縣)從事推展本縣青年事務工作、研發 新產品或新技術、協助企業轉型、提供企業空間、設備、管理諮詢或人才培育等服務之公私立高中職校、大專院校及民間團體或經本府、中央核准立案之教育、文化及社會福利團體。
經前項公私立高中職及大專院校核准設立之學生社團或自治組織，亦得為本要點之補助對象。
第三點、符合下列各款情形之一者，得申請本補助：
（一）辦理課程講座、創業競賽、業師輔導、創業諮詢、資金媒合、人 才培育、人才媒合、商機媒合、技術引進、育成加速、展會及職 涯發展等相關活動。
（二）協助新創事業參與國內舉辦之相關競賽或展覽。
（三）前點第二項補助對象於本縣辦理具青年多元發展性質之人才培力、公開競技、公共展演、體驗學習、議題倡導或其他經本府認可之團體活動，包含但不限於社團幹部培訓營隊、講座課程、各式競賽、成果發表等，並應由學校代為來函申請補助。
第四點、補助金額：
（一）補助金額：學校單位每案以補助計畫總經費百分之七十為上限，最高補助新臺幣八十萬元，但屬依學校核准設立之學生社團或學生自治組織辦理之活動，每案補助金額以補助計畫總經費百分之 五十為上限，最高補助新臺幣三萬元；申請補助者為民間團體，每一年度以新臺幣二萬五千元為上限。
（二）補助次數：同一申請單位於同一年度內，以二案為上限；另依第三點第三款由學校代為申請補助之案件，以三案為上限。
（三）下列民間團體之補助，得不受前二款規定限制：
1、依法令規定接受本府委託、協助或代為辦理其應辦業務之民間團體。
2、配合中央政府各機關補助計畫之民間團體。
3、經主管機關依法許可設立之工會（包括總工會、職業工 會）、農會、漁會、同業公會、體育會（含單項運動委員會）或申請補助之計畫具公益性質之教育、文化、社會福利團體。
（四）補助項目：依本要點補助經費編列基準表（如附表）辦理。
**Announcement: Revised Guidelines for the Hualien County Government Subsidy for Youth Development Activities**
The following are the revised Articles 2, 3, and 4 of the "Guidelines for the Hualien County Government Subsidy for Youth Development Activities":
**Article 2: Eligible Recipients**
The subsidy is available to public and private senior high schools, vocational schools, colleges, universities, and private organizations, as well as educational, cultural, and social welfare organizations that have been officially registered or approved by the Hualien County Government or the central government. These entities must be engaged in activities that promote youth development in Hualien County, including the development of new products or technologies, assisting business transformation, providing business space, equipment, management consulting, or talent cultivation.
Student organizations or self-governing bodies established and approved by the aforementioned public and private senior high schools and colleges are also eligible to receive this subsidy.
**Article 3: Eligible Activities**
Applications for the subsidy may be made for activities that meet any of the following criteria:
1. Organizing courses, lectures, entrepreneurship competitions, mentorship programs, business consulting, talent development, talent matching, business opportunity matching, technology introduction, incubation acceleration, exhibitions, and career development activities.
2. Assisting startups in participating in relevant competitions or exhibitions held domestically.
3. Activities organized by the eligible recipients mentioned in the second item of the previous article, which are held in Hualien County and have a nature of promoting youth development. These activities include, but are not limited to, talent empowerment programs, public competitions, public performances, experiential learning, advocacy campaigns, or other group activities approved by the Hualien County Government. Examples include student organization leadership training camps, lecture courses, various competitions, and result presentations. Applications for these activities must be submitted by the respective schools on behalf of the organizations.
**Article 4: Subsidy Amounts**
1. **Subsidy Limits:**
- For school units, the maximum subsidy per project is 70% of the total project budget, with a cap of NT$800,000 per project.
- For activities organized by student organizations or self-governing bodies established and approved by the school, the maximum subsidy per project is 50% of the total project budget, with a cap of NT$30,000 per project.
- For private organizations, the annual subsidy cap is NT$25,000.
2. **Number of Subsidies:**
- The same applicant may receive a maximum of two subsidies per fiscal year.
- For applications submitted by schools on behalf of organizations under the third item of Article 3, the maximum number of subsidies per fiscal year is three.
3. **Exceptions:**
- The following private organizations are exempt from the above limits:
1. Private organizations entrusted by the Hualien County Government to assist or carry out its official duties.
2. Private organizations participating in subsidy programs of central government agencies.
3. Unions (including general unions and occupational unions), agricultural associations, fishery associations, industry associations, sports associations (including single-sport committees), or educational, cultural, and social welfare organizations whose subsidy applications are of a public interest nature, as approved by the competent authority.
4. **Subsidy Items:**
- Subsidy items are to be determined in accordance with the subsidy budget guidelines provided in the attached table.
