說明:
一、大專校院辦理校外實習,其性質屬學校正式課程之一,應由學校針對系所屬性及發展,對應產業發展需求及核心專業能力,並結合學生未來就業及職涯發展所需技能妥善規劃學習內容,先予敘明。
二、實習合作機構應由學校依「專科以上學校產學合作實施辦法」第6條第4項規定,先就實務學習內容專業性、學生實習權益及實習場所安全性等,建立評估機制,並派員至實習機構現場評估後,作成紀錄,後續經學校校外實習委員會確定後始得列為實習機構名單,不得要求學生自行尋找實習機構;且校外實習學分數及實習時數應依課程目標妥適安排,不得由學生逕予參加校外單位開辦之計畫或活動折抵實習課程學分。
三、倘實習機構為跨國企業,請學校優先考量陸港澳以外之國家地區,或規劃與歐美日韓等先進國家之機構合作;若經學校周延評估後,仍有前往大陸地區進行校外實習之必要性,應依「臺灣地區與大陸地區人民關係條例」第33-1條規定,先報經本部許可,始能與大陸地區進行實習合作。
四、另重申本部114年4月9日臺教文(二)字第1142501368號函規定,以學校名義辦理赴陸教育交流活動,不論實體、視訊(線上)皆應於活動起始日1個月前及活動完成後1個月內至本部「赴陸教育交流活動登錄平臺」填報。另提醒師生赴陸交流風險,活動應遵守兩岸政策立場及法令規定,秉持對等尊嚴原則,避免涉有政治目的或政治性內容,對陸方主動邀約應提高警覺。 **Announcement Regarding the Implementation of Off-Campus Internships at Higher Education Institutions**

**I. Nature and Planning of Off-Campus Internships**
Off-campus internships conducted by higher education institutions are considered an integral part of the formal curriculum. Institutions should, based on the characteristics and development needs of their respective departments, align internship programs with industry requirements and core professional competencies. Furthermore, institutions must carefully plan the content of these internships to ensure they meet the skills required for students' future employment and career development.

**II. Selection and Evaluation of Internship Partners**
Institutions must establish an evaluation mechanism in accordance with Article 6, Paragraph 4 of the "Regulations on Industry-Academia Collaboration for Higher Education Institutions." This mechanism should assess the professional relevance of the internship content, student rights and benefits, and the safety of the internship site. Institutions are required to conduct on-site evaluations at potential internship partners and document these assessments. Only after approval by the institution's Off-Campus Internship Committee can an organization be included in the list of approved internship partners. Students are not permitted to independently seek out internship partners. Additionally, the number of credits and hours allocated for off-campus internships must be appropriately arranged according to course objectives; students may not substitute participation in external programs or activities for internship credits.

**III. Considerations for International Internship Partners**
If an internship partner is a multinational corporation, institutions should prioritize partnerships with countries outside Mainland China, Hong Kong, and Macau, or consider collaborations with advanced countries such as those in Europe, the United States, Japan, and South Korea. If, after thorough evaluation by the institution, there is a necessity to conduct internships in Mainland China, institutions must obtain prior approval from this ministry in accordance with Article 33-1 of the "Regulations Governing Relations between Taiwan and Mainland China." Only after such approval can internships be conducted in Mainland China.

**IV. Reporting Requirements for Educational Exchange Activities to Mainland China**
In accordance with a notice issued by this ministry on April 9, 2025 (Reference No.: MOE-1142501368), all educational exchange activities to Mainland China conducted under the name of an institution—whether in-person or virtual—must be reported to this ministry's "Educational Exchange Activity Reporting Platform" one month prior to the start of the activity and one month after its completion. Additionally, it is reminded that all participants should be aware of the risks associated with traveling to Mainland China for educational exchanges. Activities must comply with cross-strait policies and legal regulations, uphold principles of mutual respect and dignity, avoid any political purposes or content, and exercise caution regarding unsolicited invitations from Mainland Chinese entities.
