一、為讓更多關心社區、社會議題之青年有機會深入在地，將自己的觀點、專長、創意與熱情轉化為實際參與，爰本署賡續辦理旨揭計畫，並連結部會相關資源，協助青年逐步從Dreamer（青年夢想家）至Actor（青年行動家），最後成為Changemaker（青年翻轉家）。
二、本計畫分為Actor及Changemaker組提案，說明如下：
(一)參加對象：
1、Actor提案：由2至5名本國籍18至35歲青年組成團隊；其中社會青年所占團員比例至少達2分之1。提案團隊成員須為尚無行動經驗，或團隊所有成員行動經驗值合計3年以內者。
2、Changemaker提案：由2至5名本國籍18至35歲青年組成團隊；其中社會青年所占團員比例至少達3分之2。提案者須已具備在地行動超過3年以上經驗者。
(二)提案方式：採線上提案（網址：https://changemaker.yda.gov.tw），請於提案系統報名，並填送相關文件資料；系統開放時間自即日起至115年3月5日（星期四）中午12時止。
(三)獎勵及名額：
1、行動金獎勵：
(1)、Actor及Changemaker提案依審查結果，預計各核定20-22組行動團隊。
(2)、Actor錄取提案每隊至多可獲得新臺幣（以下同）25萬元行動金；Changemaker錄取提案每隊至多可獲得35萬元行動金。
2、成果審查評比：行動團隊經評比獲選者，將頒給獎狀及獎金，Actor提案每隊獎金至多15萬元、Changemaker提案每隊獎金至多20萬元，預計各頒發7組團隊為原則。

**Announcement: Call for Proposals – Youth Changemaker Program**
To provide more young people who care about community and social issues with the opportunity to deeply engage in local initiatives, transforming their perspectives, expertise, creativity, and passion into tangible action, this office continues to implement the aforementioned program. We will also coordinate relevant resources from various government agencies to support youth in progressing from Dreamers (Youth Dreamers) to Actors (Youth Action Takers), and ultimately to Changemakers (Youth Change Makers).
The program is divided into two proposal categories: Actor and Changemaker. Details are as follows:
**(I) Eligibility:**
1. **Actor Proposals:** Teams must consist of 2 to 5 Taiwanese nationals aged 18 to 35. At least half of the team members must be non-student youth. Team members must either have no prior action experience or have a combined total of no more than three years of action experience.
2. **Changemaker Proposals:** Teams must consist of 2 to 5 Taiwanese nationals aged 18 to 35. At least two-thirds of the team members must be non-student youth. Applicants must have at least three years of local action experience.
**(II) Proposal Submission:** Proposals must be submitted online via the following link: [https://changemaker.yda.gov.tw](https://changemaker.yda.gov.tw). Please register on the proposal system and submit the required documents. The system will be open for submissions from today until March 5, 2026 (Sunday) at noon.
**(III) Awards and Quotas:**
1. **Action Funding Awards:**
- Up to 20–22 teams will be selected for both Actor and Changemaker proposals based on review results.
- Each selected Actor team may receive up to NT$250,000 in action funding.
- Each selected Changemaker team may receive up to NT$350,000 in action funding.
2. **Outcome Review and Awards:** Selected teams will receive certificates and additional awards based on outcome reviews:
- Each selected Actor team may receive up to NT$150,000 in awards.
- Each selected Changemaker team may receive up to NT$200,000 in awards.
- A total of seven teams are expected to be awarded in each category.
