本校簽約合作之人體研究或人類研究倫理審查單位如下，請本校師生於進行人體研究或人類研究前，務必確認所送審之倫理審查單位已列入衛生福利部或教育部查核合格名單，以確保研究程序之合法性與合規性。
▲說明1：本校未設置研究倫理審查委員會，亦無法開立研究倫理審查免審證明。凡研究計畫涉及人體研究或人類研究者，請依相關研究倫理審查單位之規定，辦理研究倫理審查送審事宜。為掌握本校教師執行研究計畫之研究倫理審查送審情形，請計畫主持人向送審機構提出申請前填具「慈濟大學 研究倫理審查送審情形填報表」，並送交研究發展處學術研究組備查。

（一）花蓮慈濟醫院研究倫理委員會
A.申請人須先將「慈濟大學 研究倫理審查送審情形填報表」提供予學術研究組，若為「學生專題」、「碩士論文」或「博士論文」請註明至信件，以利開立校送件證明。
B.申請人將校送件證明併同其他文件，繼續向花蓮慈濟醫院研究倫理委員會提出申請。

（三）衛生福利部玉里醫院人體試驗委員會
A.申請人須先將『新案申請表』電子檔提供予學術研究組，若為「學生專題」、「碩士論文」或「博士論文」請註明至信件，以利開立校送件證明。
B.申請人將校送件證明併同其他文件，繼續向衛生福利部玉里醫院人體試驗委員會提出紙本申請。

The following are the ethics review units for human research or human studies that our school has signed cooperation agreements with. Before conducting human research or human studies, all faculty and students of our school must ensure that the ethics review unit to which the research is submitted has been included in the approved list of the Ministry of Health and Welfare and the Ministry of Education to ensure the legality and compliance of the research procedures.
Note 1:
Our university does not have a Research Ethics Review Committee and is therefore unable to issue certificates of exemption from research ethics review. Any research project involving human subjects or human research must undergo research ethics review in accordance with the regulations of the appropriate research ethics review body.
In order to monitor the status of research ethics review applications for research projects conducted by faculty members of the university, the Principal Investigator (PI) is required to complete the “Tzu Chi University Research Ethics Review Submission Status Reporting Form” and submit it to the Academic Research Section, Office of Research and Development, for record-keeping prior to submitting an application to the reviewing institution.
Note 2:
The Academic Research Group of the Office of Research and Development will issue a "Research Ethics Review Submission Certificate" based on the information provided above. Project leaders should note that this document is required if the submitting institution is the Research Ethics Committee of Hualien Tzu Chi Hospital or the Human Experimentation Committee of Yuli Hospital, Ministry of Health and Welfare. (1) Hualien Tzu Chi Hospital Research Ethics Committee
A. Applicants must first submit the “Tzu Chi University Research Ethics Review Submission Status Reporting Form” to the Academic Research Section. If the application is for a student project, master is thesis, or doctoral dissertation, please indicate this in the email to facilitate the issuance of the university is submission certificate.
B. Applicants shall submit the university is submission certificate together with other required documents to the Hualien Tzu Chi Hospital Research Ethics Committee for review.

As Tzu Chi University is a member of the Northern Taiwan Research Participant Protection Consortium, research projects may be reviewed by the National Taiwan University Research Ethics Committee for Behavioral and Social Science Research.
(3) Institutional Review Board of Yuli Hospital, Ministry of Health and Welfare
A. Applicants must first submit the electronic file of the “New Project Application Form” to the Academic Research Section. If the application is for a student project, master is thesis, or doctoral dissertation, please indicate this in the email to facilitate the issuance of the university is submission certificate.
B. Applicants shall submit the university is submission certificate together with other required documents and proceed with a paper-based application to the Institutional Review Board of Yuli Hospital, Ministry of Health and Welfare.
