各位老師、同仁好：
為管理全校各類計畫申請及核定情形，並因應教育部績效填報作業，凡執行外部單位補助/委託/合作執行之計畫，請至新校務系統登錄，謝謝您的配合。
一、單位計畫之定義：
單位計畫係以教學單位及行政單位為主體，向外部單位提出之計畫且經費編列在該單位者，並以學校名義與外部合作單位簽約，其計畫性質為補助/委託/合作辦理下列事項之一者：
(一)各類研發及其應用事項：包括專題研究、物質交換、檢測檢驗、技術服務、諮詢顧問、專利申請、技術移轉、創新育成等。
(二)各類人才培育事項：包括學生及合作機構人員各類教育、培訓、研習、研討、實習或訓練等。
(三)其他有關學校智慧財產權益之運用事項。
(四)或該項計畫有專業知識隱含其中，並具有直接促進各類產業發展之效應。
二、煩請各單位檢視，符合上述「單位計畫」定義者，包含即日起新申請之計畫，及執行起始日自114年1月1日（含）以後之既有或結案之計畫，皆請至新校務系統完成登錄。114年前已結案者不需填報。登錄期限：115年1月31日止。
三、凡執行計畫之相關人員，須提供有關學術倫理證明佐證資料，請未取得學術倫理證明之人員，於115年3月31日前提供。
四、檢附系統操作手冊如附件，請參考。

Announcement
To All Faculty and Staff,
To manage the application and approval status of all types of projects across the university, and in accordance with the Ministry of Education is performance reporting requirements, please log in to the new campus affairs system to register any projects funded, entrusted, or cooperatively executed by external organizations. Your cooperation is greatly appreciated.
**Definition of Unit Projects:**
A "unit project" is one initiated by an academic or administrative unit, with funding allocated to that unit, and executed under the university is name in collaboration with external partners. The nature of such projects involves receiving funding, being entrusted with tasks, or cooperating in one or more of the following areas:
1. **Research and Development (R&D) and Its Applications:** Including but not limited to special topic research, material exchange, testing and inspection, technical services, consulting, patent applications, technology transfer, innovation incubation, etc.
2. **Talent Development:** Including education, training, seminars, workshops, internships, or other forms of training for students and personnel from collaborating institutions.
3. **Other Matters Related to the Utilization of the University is Intellectual Property Rights.**
4. **Projects that involve specialized knowledge and have a direct impact on promoting industrial development.**
**Registration Requirement:**
Please review all projects within your unit that meet the above definition of "unit projects." This includes:
- New applications starting from today,
- Existing or completed projects with an execution start date on or after January 1, 2025 (114年1月1日).
All such projects must be registered in the new campus affairs system by January 31, 2026 (115年1月31日). Projects completed prior to 2025 (before 114年) do not need to be reported.
**Academic Ethics Documentation:**
All personnel involved in executing projects must provide supporting documentation regarding academic ethics. Those who have not yet obtained academic ethics certification are required to submit it by March 31, 2026 (115年3月31日).
