一、近期發生北捷隨機攻擊事件,引發社會高度關注。為避免模仿效應並確保校園安全,請依下列面向落實執行:
(一)強化預防機制:
1、落實校園空間管理與強化巡邏密度:依據校園安全防護注意事項,針對校園死角、停車場及開放空間加強巡邏密度。
2、全面實施校園安全檢測:檢視監視、緊急求助系統(例如緊急求助鈴功能是否正常運作),並與警政單位簽訂「維護校園安全支援約定書」。
3、主動關懷:請師長及家長主動關懷學生平時情緒反應,以提早發現問題,即時提供適合之輔導協助。
(二)深化演練與落實應處:
1、落實執行重大人危災害演練,並向師生宣導下載內政部警政署「警政服務App」,以備不時之需。
2、遇有緊急事件時,應立即啟動「各級學校重大緊急校安事件處理流程」,校安中心需保持24小時聯繫暢通,落實通報作業。
3、培養危機因應能力:透過宣導講座、課程讓學生經過討論與演練,以培養出臨機應變的能力,並提高未來因應突發危機的成功機率,也能增加學生的自信與安全感。
二、臺北捷運發生隨機傷人事件發生後,亦應持續留意學生出席及學習情形,倘有學生因社會事件引起之擔憂、不安或其他情緒反應,應傾聽與理解學生的感受,協助學生舒緩焦慮,降低困擾,培養問題解決及情緒調節的能力。倘學生有心理輔導需求,應安排諮商中心提供協助。

In recent days, a random attack incident occurred on the Taipei Metro, which has drawn significant public attention. To prevent imitation and ensure campus safety, please implement the following measures:
**I. Strengthening Preventive Mechanisms:**
1. **Enhance Campus Space Management and Patrol Density:**
In accordance with campus safety guidelines, increase patrol density in blind spots, parking areas, and open spaces within the campus.
2. **Comprehensive Campus Safety Inspection:**
Inspect surveillance systems and emergency assistance systems (e.g., ensure that emergency alarm functions are operating properly). Additionally, sign a "Campus Safety Support Agreement" with local police authorities.
3. **Proactive Care:**
Faculty and staff, as well as parents, are encouraged to proactively pay attention to students' emotional responses in their daily lives to identify potential issues early and provide timely and appropriate counseling support.
**II. Deepening Drills and Implementing Response Measures:**
1. **Implement Major Human-Centric Disaster Drills:**
Carry out drills for major human-centric disasters and promote the download of the "Ministry of the Interior Police Service App" among faculty and students for emergency preparedness.
2. **Immediate Response to Emergencies:**
In the event of an emergency, immediately activate the "Emergency Campus Safety Incident Handling Procedures for All Levels of Schools." The Campus Safety Center must maintain 24-hour communication availability and ensure proper reporting procedures are followed.
3. **Develop Crisis Response Capabilities:**
Through promotional lectures and courses, encourage students to participate in discussions and drills to cultivate their ability to respond to unexpected situations. This will increase their confidence, sense of security, and likelihood of successfully managing future crises.
**III. Ongoing Attention to Student Well-being:**
Following the random assault incident on the Taipei Metro, continued attention should be paid to student attendance and learning conditions. If students exhibit concerns, anxiety, or other emotional reactions due to social events, listen to and understand their feelings. Assist them in alleviating anxiety, reducing distress, and developing problem-solving and emotional regulation skills. If students require psychological counseling, arrange for support from the Counseling Center.
