一、本部111年7月13日臺教資(五)字第1112702875A號函、113年3月28日臺教資(五)字第1130032829號函諒達。
二、依據行政院「政府文件標準格式（ODF-CNS15251）實施計畫」（113-116年），請貴校（場）配合事項如下：
(一)電子公文附件可編輯文件應提供ODF文件格式，非可編輯文件則採用PDF文件格式提供，貴校（場）114年11月公文附件仍有使用商用文件格式如附件，請持續宣導公文附件可編輯文件以ODF文件格式檔案提供。
(二)貴校（場）網站、資訊系統提供下載及匯出匯入的可編輯文件應提供ODF文件格式，非可編輯文件則採用PDF文件格式提供。
(三)政府電子採購網採購案件上傳附件，可編輯文件應提供ODF文件格式，非可編輯文件則採用PDF文件格式提供。
(四)有關學研計畫文件、表單及成果等相關文件或範本，優先以ODF文件格式製作，學校行政作業以ODF文件格式流通。
(五)請鼓勵教師以ODF為預設存檔格式之文書軟體作為教育應用工具，並於相關訓練課程納入ODF文件格式課程。

**I. Reference Documents**
This notice is in reference to the following official letters from the Ministry of Education:
- Letter No. 1112702875A, dated July 13, 2022
- Letter No. 1130032829, dated March 28, 2024
**II. Implementation of the "Government Document Standard Format (ODF-CNS15251) Implementation Plan"**
In accordance with the Executive Yuan's "Government Document Standard Format (ODF-CNS15251) Implementation Plan" (Years 113–116), please comply with the following requirements:
**(1) Electronic Official Documents**
For editable attachments in electronic official documents, please provide files in ODF format. For non-editable attachments, please provide files in PDF format. If your institution still uses proprietary file formats for attachments in official documents as of November 2024, please continue to promote the use of ODF format for editable attachments.
**(2) Institutional Websites and Information Systems**
For downloadable and exportable/importable editable files on your institution’s website and information systems, please provide files in ODF format. For non-editable files, please provide files in PDF format.
**(3) Government Electronic Procurement System**
For attachments uploaded to procurement cases on the Government Electronic Procurement System, editable files should be provided in ODF format, and non-editable files should be provided in PDF format.
**(4) Academic and Research Documents**
For documents related to academic and research projects, forms, outcomes, and templates, prioritize the use of ODF format. Institutional administrative operations should also utilize ODF format for document circulation.
**(5) Promotion of ODF Usage**
Encourage faculty members to use word processing software that defaults to ODF as the file-saving format for educational applications. Include ODF file format training in relevant professional development courses.
