主旨：
函轉環境部為本縣光復鄉、鳳林鎮及萬榮鄉民眾曾獲本部核發之環保專責及技術人員合格證書，因樺加沙颱風致災而遺失或毀損者，即日起至115年3月31日可申請免費補發，詳如說明，請查照。
說明：
一、依據環境部114年11月18日環部受研字第1145115953號函辦理、「規費法」第12條第3款暨行政院114年10月7日「中華民國一百十四年樺加沙颱風風災災區範圍」公告辦理。
二、為減輕旨揭地區之樺加沙颱風災民負擔，環境部提供渠申請免費補發環境保護專責及技術人員電子合格證書之優惠措施。自本(114)年1月1日起，新增核發電子證書的選項，電子證書具有不易偽造、快速驗證、核發快速、簡政便民、減少民眾規費及減少碳足跡等優點，民眾得不限時間、次數，隨時查詢下載自主運用，不必擔心遺失保管的問題。
三、申請補發者請填具申請表並檢附身分證明或災害相關證明文件，郵寄至國家環境研究院（地址：桃園市中壢區民族路三段260號）申請，申請表可至國家環境研究院(https:／／www.moenv.gov.tw/nera/)，點選核心業務與研究/環教認證/環保證照訓練/申辦表單/申請表下載印出。

This notice is to inform that, in accordance with a directive from the Ministry of the Environment, residents from Guofu Township, Fenglin Township, and Wanrong Township in this county who previously received qualification certificates as environmental protection specialists or technicians may apply for a free reissue of their certificates if they were lost or damaged due to the Hugesa Typhoon disaster. The application period runs from today until March 31, 2026. Please refer to the details provided below.
Explanation:
1. This notice is issued in accordance with the Ministry of the Environment’s directive dated November 18, 2024 (Reference No.: Huanbu Shouyan No. 1145115953), as well as Article 3 of Section 12 of the "Fees and Charges Act" and the announcement by the Executive Yuan on October 7, 2024 regarding the disaster-affected areas of the Hugesa Typhoon in the year 114 (2025).
2. To alleviate the burden on residents affected by the Hugesa Typhoon disaster in the aforementioned areas, the Ministry of the Environment is offering a special measure allowing applicants to request a free reissue of their electronic qualification certificates for environmental protection specialists and technicians. Since January 1, 2025, electronic certificates have been available as an option upon issuance. These electronic certificates offer advantages such as being difficult to forge, enabling rapid verification, expediting issuance, streamlining administrative procedures for convenience, reducing fees for residents, and minimizing carbon footprints. Residents can access and download these certificates at any time and as often as needed without concerns about loss or storage.
3. Applicants wishing to request a reissue must complete an application form and submit it along with proof of identity or disaster-related documentation by post to the National Institute of Environmental Research (Address: No. 260, Sec. 3, Minzu Road, Zhongli District, Taoyuan City). Application forms can be downloaded from the National Institute of Environmental Research website (https://www.moenv.gov.tw/nera/) by navigating to Core Business & Research > Environmental Education Certification > Environmental Certification Training > Application Forms > Download Application Form.
