一、依教育部114年11月17日臺教資(六)字第1140120246號函辦理。
二、因北部某大專校院於本（114）年10月間發生疑似鋰電池起火之實驗室火災事故，消防署已提出相關策進作為，請各實驗室務必落實下列安全管理措施：
(一)強化防火管理制度與責任分工，定期實施用火用電教育訓練 。
(二)明定實驗室主管、指導教授、助理及學生的安全管理任務與責任。
(三)對於涉及鋰電池、電化學實驗、高壓電源、充電設備等實驗，列入「特定高風險實驗」，並教導火災初期應變程序。
(四)每學期須進行一次安全自評與查核。
三、請各實驗室務必配合辦理事項:
(一) 務必閱讀並落實教育部公布之「114年大專校院實驗室一般注意事項及安全指引」，指引已置於環安中心網頁（安全衛生管理 ＞ 實驗室安全衛生管理參考資料）。
(二) 依本校自動檢查計畫，確實執行作業前檢點與定期檢查，並留存完整紀錄，以作為稽核重要依據。
(三) 各級人員請依本校《安全衛生工作守則》辦理實驗室安全管理與權責分工。
(四) 若實驗涉及鋰電池、電化學、高壓電源、充電設備等高風險項目，務必主動聯繫環安中心，以協助建置操作規範並進行風險評估。

1. This notice is issued in accordance with the Ministry of Education letter dated November 17, 114 Academic Year, Tai-Jiao-Zi (6) No. 1140120246.
2. Due to a laboratory fire incident suspected to be caused by a lithium battery at a university in northern Taiwan in October 114, the National Fire Agency has proposed corresponding improvement measures. All laboratories are required to fully implement the following safety management actions:
1. Strengthen fire prevention management systems and clarify divisions of responsibility; conduct regular training on the safe use of fire and electricity.
2. Clearly define the safety management duties and responsibilities of laboratory supervisors, principal investigators, research assistants, and students.
3. Include experiments involving lithium batteries, electrochemical processes, high-voltage power supplies, and charging equipment under “Specific High-Risk Experiments,” and provide instruction on initial fire emergency response procedures.
4. Conduct one safety self-assessment and inspection each semester.
3. Laboratories are required to cooperate with the following actions:
1. Carefully review and implement the “114 Academic Year General Laboratory Safety Guidelines for Universities,” published by the Ministry of Education. The guidelines are available on the Environmental Health and Safety Center website (Safety and Health Management ＞ Laboratory Safety and Health Reference Materials).
2. Follow the university’s self-inspection plan, perform pre-operation checks and regular inspections diligently, and retain complete records as essential documentation for audits.
3. All personnel shall follow the university’s Safety and Health Work Regulations for laboratory safety management and responsibility assignments.
4. For experiments involving lithium batteries, electrochemistry, high-voltage power supplies, charging equipment, or other high-risk items, laboratories must proactively contact the Environmental Health and Safety Center for assistance with establishing operating procedures and conducting risk assessments.
