一、兩岸體育交流應秉持「對等尊嚴、相互尊重」原則,並遵守「臺灣地區與大陸地區人民關係條例」及「兩岸體育交流處理規範」相關規定。
二、為協助各單位了解相關規定,本部已製作兩岸體育交流規範宣導摺頁並公告於本部網站(網址:https://www.sports.gov.tw/CP/5917),各單位於進行兩岸體育交流活動前應加詳閱,並落實執行。
三、教育部已於108年建置「赴陸教育交流活動登錄平臺」(平臺網址:https://webap.rusen.stust.edu.tw/RusenShort/Login.aspx)。各級學校規劃組團赴大陸地區進行教育或體育交流活動,不論實體或視訊(線上)交流,應於活動起始日1個月前至前揭平臺之「教育交流活動」頁面登錄,並於活動完成後1個月內至「事後登錄」回報活動概況。如有變更時,應於事實發生3日內辦理活動變更通報。另其他注意事項如下:
(一)學生請假參加校內外機關(構)、單位、社團、系學會、民間基金會(或協會)辦理或教師自行招攬校內外學生赴陸交流,各校亦應至前揭平臺填報。
(二)各級學校應強化自我檢覈與內控機制,並保留相關紀錄。學校如對活動辦理單位、目的、行程及內容有相關疑義,應函詢大陸委員會釐明及確認後始得辦理。
五、大陸委員會自113年6月27日起調升中國大陸及香港澳門旅遊警示為「橙色」,建議國人避免非必要旅行,爰請貴單位加強宣導,並就當前兩岸情勢與政府政策提醒所屬人員赴陸交流風險及挑戰,以落實保障我國國民人身安全與權益。 I. II. To Assist All Units in Understanding the Relevant Regulations, This Department Has Produced an Informational Brochure on Cross-Strait Sports Exchange Guidelines, Which Is Published on This Department's Official Website (URL: https://www.sports.gov.tw/CP/5917). All Units Should Carefully Review and Implement These Guidelines Prior to Conducting Any Cross-Strait Sports Exchange Activities.
III. The Ministry of Education Established the "Registration Platform for Educational Exchange Activities to Mainland China" in 108 (Platform URL: https://webap.rusen.stust.edu.tw/RusenShort/Login.aspx). All schools planning to organize groups for educational or sports exchange activities to Mainland China—whether in-person or virtual—must register on the "Educational Exchange Activities" page of the aforementioned platform at least one month before the activity begins. After completing the activity, a summary report must be submitted within one month via the "Post-Event Reporting" section. Any changes should be reported within three days of occurrence. Additional Notes Are as Follows:
(1) If students are taking leave to participate in cross-strait exchanges organized by internal or external agencies, units, clubs, department associations, private foundations (or associations), or initiated by faculty members, schools are also required to report these activities on the aforementioned platform.
(2) All schools should strengthen their internal review and control mechanisms and retain relevant records. If any doubts arise regarding the organizing unit, purpose, itinerary, or content of an activity, schools should consult with the Mainland Affairs Council for clarification and confirmation before proceeding.
V. Since June 27, 113, the Mainland Affairs Council has raised the travel warning level for Mainland China and Hong Kong/Macau to "Orange." It is advised that citizens avoid non-essential travel. Therefore, please enhance your promotion efforts and remind your personnel of the risks and challenges associated with cross-strait exchanges in light of the current situation and government policy to ensure the safety and rights of our citizens.
