一、旨揭計畫期盼以拓展國際鏈結交流、青年帶動百工百業創新成長、引領青年多元創意行動為推動重點，讓臺灣青年在國際舞臺上展現創造力、活力與韌性，提升臺灣青年國際競爭力，也讓世界看見臺灣青年的多元力量。
二、本計畫對象為本國15至30歲青年，分為築夢工場組與海外翱翔組（含年度旗艦計畫），第1梯次報名自114年11月3日起至12月31日，相關資訊可上計畫平臺查詢（https://twpathfinder.org/）：
(一)築夢工場組：鼓勵青年自主提案，本署將提供專業孵化輔導資源及機制，育成輔導青年赴海外實現圓夢行動。
(二)海外翱翔組（含年度旗艦計畫）：
1、結合相關部會與民間組織，規劃國際組織或基金會、智庫見習，青年議會及交流，創業與產業培訓及各式青年行動等多元主題類別，提供青年申請赴國外見習及培訓機會。
2、年度旗艦計畫，115年由外交部以「榮邦計畫：青年國際科技交流」為主題，提供對此議題有興趣之青年提案申請。
3、115年推出圓夢助力方案，通過培訓及更多協助，提高支持力度，降低青年前往國外見習的門檻，讓青年們都有機會實現海外夢想。
One: The aforementioned plan aims to focus on expanding international linkages and exchanges, promoting innovation and growth in various industries driven by youth, and leading diverse creative actions among young people. This initiative seeks to showcase the creativity, vitality, and resilience of Taiwanese youth on the global stage, enhancing their international competitiveness and allowing the world to witness the diverse strengths of Taiwan's youth.
Two: This program targets young people aged 15 to 30 in our country, divided into two groups: Dream Factory Group and Overseas Soaring Group (including the annual flagship program). The first round of registration runs from November 3, 2025, to December 31, with related information available on the program platform (https://twpathfinder.org/):
(I) Dream Factory Group: Encouraging young people to propose their own projects, this office will provide professional incubation mentoring resources and mechanisms to nurture and guide youth in achieving their dreams abroad.
(II) Overseas Soaring Group (including the annual flagship program):
1. Collaborating with relevant government agencies and private organizations to plan internships at international organizations or foundations, think tanks, youth councils, exchanges, entrepreneurship training, industrial training, and various youth activities across multiple themes. Providing opportunities for young people to apply for internships and training abroad.
2. Annual Flagship Program: In 2026, the Ministry of Foreign Affairs will launch a theme-based proposal application under "Project Honor: Youth International Science and Technology Exchange."
3. In 2026, a Dream Realization Assistance Scheme will be introduced to increase support through training and additional assistance, lowering barriers for young people seeking internships abroad and enabling them to realize their overseas dreams. |
