一、目 的：倡導藝術創作風氣，鼓勵大專院校學生及社會青年從事彩墨藝術
研究，期塑造臺中市文化藝術特色。
二、指導單位：臺中市政府
三、主辦單位：臺中市政府文化局
四、協辦單位：財團法人臺中市文化建設基金會、欣中天然氣股份有限公司、
國際彩墨畫家聯盟
五、參加資格：
(一) 凡具中華民國國籍之現就讀本國大專院校或研究所學生（以徵件期間學
籍為認定標準，35歲以上參賽者，請附在學證明），或18足歲以上35足
歲以下之非在學者，均可參加。
(二) 參加作品須為近三年內創作之彩墨作品，作品中若無彩墨元素，視為不
符規定，不予審查。
(三) 有下列情況之作品不得參加，否則主辦單位得取消其參加資格，且其於
三年內不得參加本項展覽。
1.抄襲他人作品者。
2.曾在公開徵件美展中得獎（不含入選）之作品。
(四) 曾獲本項比賽新銳獎（二十屆以前稱特優獎）及新人獎之榮譽者，不得
參加。
六、參賽作品：每人限參加一件，裱軸或裝框後(含展陳方式)縱向不得超過
220cm，橫向不得超過300cm，作品可用連屏或組合方式構成。
七、評審方式：
(一)初審：簡章暨報名表可逕至臺中市政府文化局網站
（https://www.culture.taichung.gov.tw/）下載或附回郵信封函
1.報名表：請詳細填寫相關資料，並於簽名處簽章。
2.作品資料表：該件彩墨作品之彩色照片（5×7吋）一張（不得局部拍
照），創作主題、技巧、形式不拘。
3.收件日期：115年5月1日至6月12日。
4.備齊報名表暨作品資料表，於收件截止日前以信封封裝掛號郵寄至
「407610臺中市西屯區臺灣大道三段99號惠中樓8樓，臺中市政府文
化局視覺藝術科」收，信封註明「第二十五屆彩墨新人賞」。
(二)複審：
1.獲初審通過者，由主辦單位發函通知繳交原件作品參加複審。參賽者
須將作品標籤貼妥於作品背面，自行將作品送至主辦單位指定收件地
點參加複審(郵寄送件者以郵戳為憑)，作品務必包裝妥當，若於運送
過程毀損者，主辦單位恕不負責。
2.複審結果由主辦單位公布並發函通知。
八、獎勵：以下獎金均包含所得稅及二代健保補充保費，另入選以上得獎作品
將由主辦單位辦理展覽。
(一)新銳獎：1名，獎金4萬元整（含稅）、獎牌壹面、獎狀壹紙。
(二)新人獎：3名，獎金2萬元整、獎牌壹面、獎狀壹紙。
(三)佳作獎：5名，獎金1萬元整、獎狀壹紙。
(四)入選獎：若干名，獎狀壹紙。
(五)欣中典藏獎：由欣中天然氣股份有限公司自得獎作品中遴選1名，經得
獎者同意後，由該公司頒發典藏獎金5萬元整（含稅），作
品歸該公司典藏。
九、展覽：邀請本屆得獎者於115年9月19日至10月18日在本市港區藝術中心辦
理得獎作品展。
十、 頒獎典禮：預訂於115年9月19日（星期六）於本市港區藝術中心舉辦。
**Announcement: Call for Submissions – Taiwan Taichung Color Ink Art Exhibition**
**I. Purpose**
To promote the spirit of artistic creation and encourage students from universities and colleges, as well as young adults in society, to engage in research and practice of color ink art, thereby shaping the cultural and artistic characteristics of Taichung City.

**V. Eligibility**
(1) Any citizen of the Republic of China currently enrolled as a student at a university, college, or graduate institute in Taiwan (as of the submission period, with enrollment status as the criterion; applicants aged 35 or above must submit proof of enrollment), or any non-enrolled individual aged between 18 and 35, is eligible to participate.
(2) Submissions must be original color ink artworks created within the past three years. Works lacking color ink elements will be deemed non-compliant and will not be reviewed.
(3) The following works are ineligible for participation. If any such work is submitted, the organizing agency reserves the right to disqualify the participant, and the participant will be ineligible to participate in this exhibition for the next three years:
1. Works that are copies or plagiarized from others.
2. Works that have previously won awards (excluding honorable mentions) in public art exhibitions.
(4) Individuals who have previously received the Newcomer Award (formerly known as the Outstanding Award before the twentieth session) or the New Artist Award in this competition are not eligible to participate.
**VI. Submission Requirements**
Each participant is limited to one entry. The work, whether mounted on a scroll or framed (including display method), must not exceed 220 cm in height and 300 cm in width. Multiple panels or composite works are permitted.
**VII. Evaluation Process**
(1) Preliminary Review: Application forms and entry guidelines may be downloaded directly from the Taichung City Department of Culture website (https://www.culture.taichung.gov.tw/) or requested by mail with a self-addressed envelope.
1. Application Form: Please complete all relevant information and sign the form.
2. Work Information Form: One full-color photograph (5×7 inches) of the color ink artwork (no partial shots allowed). The theme, technique, and format of the artwork are unrestricted.
3. Submission Deadline: From May 1, 2026, to June 12, 2026.
4. Please prepare the completed application form and work information form, seal them in an envelope, and send by registered mail to the designated address before the submission deadline.
