一、旨揭計畫校徵件申請時間：
（一）計畫申請書：請於115年3月31日(二)，提交計畫書紙本1份及電子檔。
（二）若老師所提計畫需向慈善相關單位媒合、諮詢，請於115年2月9日(一)前，填寫附件「合作單位媒合申請單」。
上述資料請依規定時間內提交，感恩老師配合。
二、旨揭計畫徵求對象、適用範圍摘述如下：
（一）徵求對象：慈濟志業體所屬人員，計畫主持人須為慈濟教育志業體主聘人員且符合國科會計畫申請資格人員，共同主持人為慈濟志業體人員。
（二）計畫類型：
1.計畫類型分：旗艦型專題計畫、學術型研究計畫、服務型計畫、人才培育型計畫、技術型合作計畫五類。
2.旗艦型專題計畫、學術型研究計畫至多以3年期規劃為原則，申請計畫之分年計畫內容應有其連貫性，並預期於全程計畫結束時可提出具體成果；
服務型計畫、人才培育型計畫、技術合作型計畫以單年期規劃為原則。
（三）計畫範圍
1.旗艦型專題計畫：對台灣或全球人類、環境與社會發展產生重大影響之計畫，計畫成果以取得國際認證、發表國際論文與產生國際性影響力為目標之整合型研究計畫，每件計畫額度年度上限以五百萬元為原則。
2.學術型研究計畫：社會科學、慈善工作、防備減賑災等任務導向、重點領域主題之整合型研究計畫，每件計畫額度年度上限以三百萬元為原則。
3.服務型計畫：由慈濟基金會各處室單位提出、或各校因應各業務推展所需之慈善服務合作計畫，每件計畫額度年度上限以一百萬元為原則。
4.人才培育型計畫：包括各類人才獎助培育、在職教育、培訓、研習、研討、競賽、實習或訓練等相關合作事項。
5.技術型合作計畫：包含專利申請、技術研發、創新育成等計畫合作事項。
三、審查作業
（一）初審：由學校研發處進行資格審查後邀集相關領域專家進行初審。旗艦型與學術型申請案，送校外委員進行初審。
（二）複審：由學校彙整提報至慈善志業進行複審。

**Announcement: Application Guidelines for the Tzu Chi University Research and Service Project**

**I. Application Timeline for Institutional Proposals**
1. **Project Proposal Submission:**
- Please submit one hard copy and an electronic file of the project proposal by **March 31, 2026 (Monday)**.
2. **Collaboration and Consultation Request:**
- If your proposed project requires matching or consultation with relevant charitable organizations, please complete and submit the attached "Collaboration Request Form" by **February 9, 2026 (Monday)**.
All materials must be submitted within the specified deadlines. Thank you for your cooperation.

**II. Eligibility and Scope of the Project**
1. **Eligible Applicants:**
- Personnel affiliated with the Tzu Chi Foundation. The principal investigator must be a full-time employee of the Tzu Chi Education Foundation and meet the eligibility criteria for projects funded by the National Science and Technology Council. Co-investigators must be affiliated with the Tzu Chi Foundation.
2. **Project Categories:**
- The project is divided into five categories: Flagship Research Project, Academic Research Project, Service Project, Talent Development Project, and Technology Collaboration Project.
- **Flagship and Academic Research Projects** are to be planned for a maximum of three years. Annual plans must be coherent, and tangible outcomes are expected by the end of the project period.
- **Service, Talent Development, and Technology Collaboration Projects** are to be planned for a single year.
3. **Project Scope:**
- **Flagship Research Project:** Projects expected to have a significant impact on human, environmental, and social development in Taiwan or globally. The goal is to achieve international certification, publish international papers, and generate international influence. The annual funding limit per project is **NT$5 million**.
- **Academic Research Project:** Integrated research projects focusing on social sciences, charitable work, disaster prevention, and relief. The annual funding limit per project is **NT$3 million**.
- **Service Project:** Charitable service collaboration projects proposed by various departments of the Tzu Chi Foundation or by universities to support their operational needs. The annual funding limit per project is **NT$1 million**.
- **Talent Development Project:** Includes various talent development programs, in-service education, training, seminars, competitions, internships, or training-related collaborations.
- **Technology Collaboration Project:** Includes patent applications, technology development, and innovation incubation projects.

**III. Review Process**
1. **Preliminary Review:**
- The Office of Research and Development will conduct a preliminary eligibility review and invite relevant experts for the initial evaluation. Applications for Flagship and Academic Research Projects will be reviewed by external reviewers.
2. **Final Review:**
- The university will compile and submit the proposals to the Charity Division for final review.
