一、為推動以人為本的城市發展理念，本署近年積極推動人本街道與公共空間改善政策，強調「安全、友善、包容、永續」的生活環境建構。隨著《行人交通安全設施條例》上路及地方政府積極響應中央政策，人本環境已成為城市設計與公共工程推動的重要方向。期透過辦理「115年人本環境全國大專院校學生競賽」，鼓勵青年重新思考街道、校園、社區等空間的友善與安全，並在制度、設計與教育推廣層面廣納更多創新思維與跨領域合作，以深化民眾參與與青年世代的創意能量。
二、旨揭「115年人本環境全國大專院校學生競賽」以「人本環境，我行我塑」為題，分為空間設計組及創意構想組，組別說明如下：
(一)空間設計組：以實際基地為對象，提出具體設計方案，展現人本導向的城市街道、社區場域或公共設施改善構想。
(二)創意構想組：鼓勵以多元視角提出推動人本環境的創新構想，如交通安全、無障礙出行、社區共創、智慧行人系統等。
三、競賽期程規劃如下：
(一)徵件暨輔導諮詢階段：即日起至115年4月30日
(二)資格審查階段：115年5月4日至5月8日
(三)初審階段：115年5月11日至5月15日
(四)景觀新秀展展出：預計115年5月29日至6月1日
(五)決審會議：預計115年7月18日
(六)頒獎典禮：預計115年8月20日

I. To promote the concept of people-centered urban development, this Bureau has actively implemented policies on human-centered streets and public space improvements in recent years, emphasizing the construction of a living environment that is "safe, friendly, inclusive, and sustainable." With the implementation of the "Pedestrian Traffic Safety Facilities Act" and the proactive response of local governments to central policies, a people-centered environment has become an important direction for urban design and public engineering projects. Through the "2026 National College and University Student Competition on Human-Centered Environments," we aim to encourage young people to reconsider the friendliness and safety of spaces such as streets, campuses, and communities. We also seek to incorporate more innovative thinking and interdisciplinary collaboration in terms of systems, design, and educational promotion, thereby deepening public participation and harnessing the creative energy of the younger generation.
II. The aforementioned "2026 National College and University Student Competition on Human-Centered Environments" is themed "Human-Centered Environment: Shaping My Way," and is divided into two categories: Space Design Group and Creative Concept Group. The categories are described as follows:
(1) Space Design Group: Propose concrete design solutions for actual sites, demonstrating ideas for improving human-centered urban streets, community spaces, or public facilities.
(2) Creative Concept Group: Encourage participants to propose innovative ideas for promoting human-centered environments from diverse perspectives, such as traffic safety, barrier-free mobility, community co-creation, and intelligent pedestrian systems.
III. The competition schedule is as follows:
(1) Submission and Guidance Consultation Phase: From today until April 30, 2026
(2) Qualification Review Phase: May 4 to May 8, 2026
(3) Preliminary Review Phase: May 11 to May 15, 2026
(4) Landscape Newcomers Exhibition: Expected from May 29 to June 1, 2026
(5) Final Review Meeting: Expected on July 18, 2026
(6) Award Ceremony: Expected on August 20, 2026
