一、旨揭計畫校徵件申請時間:
(一)計畫申請書:請於115年3月31日(二),提交計畫書紙本1份及電子檔。
(二)若老師所提計畫需向慈善相關單位媒合、諮詢,請於115年2月9日(一)前,填寫附件「合作單位媒合申請單」。
上述資料請依規定時間內提交,感恩老師配合。
二、旨揭計畫徵求對象、適用範圍摘述如下:
(一)徵求對象:慈濟志業體所屬人員,計畫主持人須為慈濟教育志業體主聘人員且符合國科會計畫申請資格人員,共同主持人為慈濟志業體人員。
(二)計畫類型:
1.計畫類型分:旗艦型專題計畫、學術型研究計畫、服務型計畫、人才培育型計畫、技術型合作計畫五類。
2.旗艦型專題計畫、學術型研究計畫至多以3年期規劃為原則,申請計畫之分年計畫內容應有其連貫性,並預期於全程計畫結束時可提出具體成果;
服務型計畫、人才培育型計畫、技術合作型計畫以單年期規劃為原則。
(三)計畫範圍
1.旗艦型專題計畫:對台灣或全球人類、環境與社會發展產生重大影響之計畫,計畫成果以取得國際認證、發表國際論文與產生國際性影響力為目標之整合型研究計畫,每件計畫額度年度上限以五百萬元為原則。
2.學術型研究計畫:社會科學、慈善工作、防備減賑災等任務導向、重點領域主題之整合型研究計畫,每件計畫額度年度上限以三百萬元為原則。
3.服務型計畫:由慈濟基金會各處室單位提出、或各校因應各業務推展所需之慈善服務合作計畫,每件計畫額度年度上限以一百萬元為原則。
4.人才培育型計畫:包括各類人才獎助培育、在職教育、培訓、研習、研討、競賽、實習或訓練等相關合作事項。
5.技術型合作計畫:包含專利申請、技術研發、創新育成等計畫合作事項。
三、審查作業
(一)初審:由學校研發處進行資格審查後邀集相關領域專家進行初審。旗艦型與學術型申請案,送校外委員進行初審。
(二)複審:由學校彙整提報至慈善志業進行複審。

五、其餘內容請詳附件。 I. Application Timeline for Institutional Proposals under the Program:
1. Proposal Submission: Please submit one (1) printed copy and an electronic file of the proposal by March 31, 2026 (Tuesday).
2. If your proposed project requires matching or consultation with relevant charitable organizations, please complete and submit the attached "Cooperation Unit Matching Application Form" by February 9, 2026 (Monday).
All materials must be submitted within the specified deadlines. Thank you for your cooperation.
II. Summary of Eligibility and Scope for Proposal Solicitation:
1. Eligible Applicants: Personnel affiliated with Tzu Chi Foundation is various sectors. The principal investigator must be a full-time employee of Tzu Chi Education Foundation and meet the eligibility criteria for National Science and Technology Council (NSTC) grant applications. Co-investigators must be personnel affiliated with Tzu Chi Foundation.
2. Types of Projects:
a. Project Categories: Flagship Thematic Projects, Academic Research Projects, Service-Oriented Projects, Talent Development Projects, and Technology Collaboration Projects.
b. Flagship Thematic Projects and Academic Research Projects are to be planned for a maximum period of three years. The annual plans must be coherent, with expected tangible outcomes upon completion of the entire project.
c. Service-Oriented Projects, Talent Development Projects, and Technology Collaboration Projects are to be planned for a single year.
3. Project Scope:
a. Flagship Thematic Projects: Projects expected to have a significant impact on human, environmental, and social development in Taiwan or globally. These projects aim to achieve international certification, publish international papers, and generate international influence. The annual funding limit per project is NT$5 million.
b. Academic Research Projects: Integrative research projects focusing on social sciences, charitable work, disaster prevention, relief, and mitigation in priority areas. The annual funding limit per project is NT$3 million.
c. Service-Oriented Projects: Charitable service cooperation projects proposed by various departments of Tzu Chi Foundation or by universities in response to their operational needs. The annual funding limit per project is NT$1 million.
d. Talent Development Projects: Include various forms of talent sponsorship, in-service education, training, seminars, workshops, competitions, internships, or training-related collaborations.
e. Technology Collaboration Projects: Include patent applications, technology development, innovation incubation, and related collaborative initiatives.
III. Review Process:
1. Preliminary Review: After the Research and Development Office conducts eligibility checks, relevant field experts will perform the preliminary review. Applications for Flagship Thematic Projects and Academic Research Projects will be sent to external reviewers for preliminary evaluation.
2. Final Review: The university will compile and submit proposals to the Charity Sector for final review.
