國家科學及技術委員會 - 修正「國家科學及技術委員會補助邀請國際科技人士短期訪問作業要點」第五點、第九點，並自中華民國115年11月1日生效，請查照。
說明：
一、此次修正重點如下：
(一)為提升國際科技人士短期訪問之補助效益與經費運用彈性，凡經核定補助者，申請機構得於核定總額內，依補助基準覈實報支日支酬金、機票費及健保補充保費等項目。
(二)另變更作業程序，除涉及主要活動變更仍須報經本會核准外，其餘變更事項授權由申請機構循內部程序自行辦理，以簡化流程並落實分級管理。
二、檢送修正「國家科學及技術委員會補助邀請國際科技人士短期訪問作業要點」第五點、第九點及修正對照表各1份。

Subject: Amendment to Articles 5 and 9 of the "Guidelines for the National Science and Technology Council's Subsidy for Short-term Visits by Invited International Scientific and Technological Experts"
Please be advised that Articles 5 and 9 of the "Guidelines for the National Science and Technology Council's Subsidy for Short-term Visits by Invited International Scientific and Technological Experts" have been amended, effective November 1, 2026.
Description:
I. The key points of this amendment are as follows:
(1) To enhance the effectiveness of subsidies for short-term visits by international scientific and technological experts and to increase the flexibility of fund utilization, the host institution may, within the approved total subsidy amount, verify and reimburse daily stipends, airfare, and supplementary health insurance premiums in accordance with the subsidy standards.
(2) The operational procedures have been modified. While changes involving major activities still require approval from the Council, all other modifications are authorized to be handled by the host institution through its internal procedures to simplify the process and implement hierarchical management.
II. Attached are one copy each of the amended "Guidelines for the National Science and Technology Council's Subsidy for Short-term Visits by Invited International Scientific and Technological Experts" (Articles 5 and 9) and the corresponding comparison table of amendments. |
