為使本校經濟文化不利學生安心就學,以實現慈濟大學以慈悲喜捨精神為社會培育優秀人才辦學理念,同時鼓勵學生積極參與各項社會服務學習活動,依此本校推動多元服務學習教育與各項社會志願服務活動,將服務場域等資源轉為學生學習場域,豐富學生的學習深度與廣度,並促進本校教育公共性價值與推動學生利他服務教育活動相互並行。申請說明,如下:
一、學習輔導項目:參加社會志願服務及本校服務學習教育活動方案。
二、學習輔導內容:
1.參加非營利組織各類社會志願服務。
建議機構:非營利組織(基金會、協會等)
機構屬性:綜合性服務、兒童青少年福利、婦女福利、老人福利、身心障礙福利、家庭福利、健康醫療、心理衛生、社區規劃(營造)、環境保護、國際合作交流、教育與科學、文化藝術、人權和平、消費者保護、性別平等、政府單位及動物保護等。
2.參加校外志願服務活動。
3.參加本校服務學習教育方案。
4.參加校外自組團隊之社會服務方案。
三、申請資格及補助範圍:
1.具學雜費減免資格者,包含低收入戶學生、中低收入戶學生、身心障礙學生及身心障礙人士子女、特殊境遇家庭子女孫子女學生。
2.未符合學雜費減免資格但獲教育部弱勢助學金補助學生。
3.原住民學生。
4.家庭突遭變故,請填寫申請表,經學生事務處、人文處、系所及班級導師等提報,審查核可者。
5.懷孕學生(需佐證孕婦健康手冊)
6.扶養未滿3歲子女之學生(需佐證戶口名簿或其他可證明文件)。
四、申請及執行時間:
1.申請時間:115.09.07起,額滿為止
2.執行期程:於計畫內各執行單位擇一完成「第一階段方案諮詢」👉於10-12月進行「星光伴月光方案」內容執行
五、需檢附資料(學習成效文件)
1.期初申請:星光伴月光方案申請表、身分證明文件
2.期中繳交:領據、志願服務時數認證表
3.期末繳交:培訓課程認證表、學習心得、服務機構(督導)評核表、志願服務紀錄冊(持有手冊者才需繳交登錄服務時數)
六、獎勵金發放標準
1.發給時間:10、11、12月,分月發給。
2.發給金額:視當年經費額度,核定獎助金額,惟每月最高3仟元至4仟元為限。
3.依慈濟大學完善就學輔導機制獎勵辦法規定,需完成第一階段方案諮詢後,始能進入第二階段方案執行。
4.備註:
(1)上學期申請後未完成之情形,將視為審核之依據。
(2)執行時間為10月至12月,按月提供獎勵金,無按月完成服務時數者則延至次月核銷。(例如:10月無服務時數,當月獎勵金將延至11月執行服務後核銷)

Accordingly, Tzu Chi University promotes diverse service-learning education and social volunteer activities, transforming service sites and resources into learning environments to enrich students' depth and breadth of learning, while advancing the university's educational public value and fostering students' altruistic service education.
Application Guidelines are as follows:
1. **Learning Support Programs**: Participation in social volunteer services and the university's service-learning education programs.
2. **Learning Support Content**:
- Participation in various social volunteer services provided by non-profit organizations.
- Recommended organizations: Non-profit organizations (foundations, associations, etc.).
- Organization attributes: Comprehensive services, children and youth welfare, women's welfare, elderly welfare, welfare for persons with disabilities, family welfare, health care, mental health, community planning (development), environmental protection, international cooperation and exchange, education and science, cultural arts, human rights and peace, consumer protection, gender equality, government agencies, and animal protection.
- Participation in off-campus volunteer activities.
- Participation in the university's service-learning education programs.
- Participation in off-campus self-organized team social service programs.
3. **Eligibility and Scope of Support**:
- Students eligible for tuition and miscellaneous fees reduction, including students from low-income households, students from medium-low-income households, students with disabilities, children and grandchildren of persons with disabilities, and students from special circumstances families.
- Students who do not meet the eligibility for tuition and miscellaneous fees reduction but have received the Ministry of Education's Assistance Grant for Disadvantaged Students.
- Indigenous students.
- Students whose families have encountered sudden changes; applicants must fill out the application form and be reviewed and approved by the Office of Student Affairs, the Office of Humanities, the department, and the class advisor.
- Pregnant students (must provide a prenatal health record).
- Students who are raising children under the age of three (must provide household registration documents or other proof).
4. **Application and Implementation Timeline**:
- Application period: Starting from September 7, 2026, until the quota is filled.
- Implementation period: Complete the "First Stage Program Consultation" with one of the designated implementation units within the plan, and execute the "Starlight Accompanies Moonlight Program" content from October to December.
5. **Required Documents (Learning Effectiveness Files)**:
- Initial application: Application form for the Starlight Accompanies Moonlight Program, identity verification documents.
- Mid-term submission: Receipts, volunteer service hours certification form.
- Final submission: Training course certification form, learning reflection, service organization (supervisor) evaluation form, volunteer service record book (only required if holding a manual).
6. **Reward Fund Disbursement Standards**:
- Disbursement period: October, November, and December, with funds distributed monthly.
- Disbursement amount: Determined based on the annual budget, with a maximum of NT$3,000 to NT$4,000 per month.
