一、本會近期查獲多起偽造華語文能力測驗證書及成績單案件，疑有不法人士架設假冒之華語文能力測驗報名系統及鈞部電子證書驗證網站，向外國學生收取高額費用，宣稱可代為報名並保證通過測驗，已影響外國學生權益及各校就學資格審查。
二、為避免外國學生誤用非官方網站，請協助轉知所屬外國學生及相關承辦單位，華語文能力測驗官方網站及報名系統如下：
(一)官方網站：https:／／tocfl.edu.tw/
(二)國內報名網址：https:／／tocfl.edu.tw/TW/index.php
三、請貴校於受理華語文能力測驗證書或成績單時，勿僅憑文件外觀判定真偽，亦勿使用來源不明之網站或連結，並依下列方式查驗：
(一)教育部電子證書驗證系統(https:／／dcert.moe.gov.tw/upload)：適用於2026年1月1日（含）以後測驗之數位證書及成績單。僅限上傳由華語文能力測驗報名系統下載之原始PDF檔案；檔案重新命名不影響驗證結果，惟如曾修改內容、合併、另存新檔、列印後掃描，或有其他改變原始電子簽章之情形，將無法完成驗證。
(二)華語文能力測驗官方網站證書驗證系統(https:／／tocfl.edu.tw/tocfl/index.php/cooperate/verify/page)：適用於成績有效期限二年內之各類華語文能力測驗證書。驗證通過後，系統將顯示考生基本資料、測驗成績及通過等級，供學校核對審查。
(三)華語文能力測驗報名系統策略聯盟端：採國內團體報名或優惠碼報名之考生，校方得透過策略聯盟端下載考生成績、數位證書及成績單，無須另行透過驗證系統查驗。
(四)請貴校加強向外國學生宣導，測驗報名及繳費應由本人透過官方系統辦理或透過校方團體報名，切勿委託不明人士、代辦業者或網路社群人員協助，以免受騙。如發現疑似假冒網站、可疑招攬訊息、偽造證書或無法查驗之文件，請保留相關網址、電子郵件、通訊紀錄及文件，並儘速通知本會協助確認。
Announcement Regarding the Prevention of Fraudulent TOCFL Certificates and Score Reports
The Taiwan Foundation for the Advancement of Teaching Chinese as a Second Language (TFATCSL) has recently uncovered multiple cases of forged TOCFL certificates and score reports. There are suspicions that unauthorized individuals have set up fake TOCFL registration systems and counterfeit electronic certificate verification websites, charging international students high fees and falsely claiming to assist with registration and guarantee passing results. This has adversely affected the rights of international students and the academic qualification review processes at various institutions.
To prevent international students from falling victim to such scams, please kindly inform all relevant international students and administrative units about the official TOCFL website and registration system as follows:

2. Domestic Registration Portal:https://tocfl.edu.tw/TW/index.php
When reviewing TOCFL certificates or score reports, please ensure that you do not solely rely on the appearance of the documents to determine their authenticity. Avoid using any unverified websites or links. Instead, please follow the procedures below for verification:
1. Ministry of Education Electronic Certificate Verification System (https://dcert.moe.gov.tw/upload):This system is applicable for verifying digital certificates and score reports from TOCFL examinations taken on or after January 1, 2026. Only original PDF files downloaded from the official TOCFL registration system can be uploaded for verification. Renaming the file does not affect the verification result; however, if the file has been altered, merged, saved under a new name, scanned after printing, or otherwise modified in a way that affects the original digital signature, verification will not be possible.
2. Official TOCFL Certificate Verification System (https://tocfl.edu.tw/tocfl/index.php/cooperate/verify/page):This system is suitable for verifying all types of TOCFL certificates within their two-year validity period. Upon successful verification, the system will display the examinee is basic information, examination results, and passing level for institutional review.
3. TOCFL Registration System – Strategic Alliance Portal: For examinees who registered through domestic group registration or with a discount code, institutions may download the examinee is results, digital certificates, and score reports directly via the Strategic Alliance Portal. There is no need to use the verification system for these cases.
Please enhance your outreach to international students and emphasize that all examination registration and payment should be conducted personally through the official system or via institutional group registration. Students should not entrust unknown individuals, third-party agents, or online community members to assist with these matters to avoid falling victim to fraud.
If any suspected counterfeit websites, suspicious recruitment messages, forged certificates, or unverifiable documents are discovered, please retain the relevant URLs, email addresses, communication records, and documents, and promptly notify TFATCSL for further confirmation. |
