各位師長、同仁和同學您好：
為促進海洋保育、提升海洋保護區經營管理成效、保護海洋生物多樣性及推動永續利用，海洋委員會海洋保育署特辦理【點子掀浪，在地扎根】海洋保護區域經營管理創意提案競賽，誠摯邀請各界踴躍參與，共同為海洋保護區的未來提出創新解方。
本次競賽以「尋找海洋保護區的經營管理解方」為主題，參賽者可選擇我國任一海洋保護區，運用本署iOcean海洋保育網及海洋保育資料倉儲之資訊，結合國際海洋保護區趨勢，發掘「未被重視的議題」或提出「創新經營提案」。提案需與在地連結且具體可行，並以「在〔ＯＯ海洋保護區〕，我們發現〔關鍵議題/困境〕，將透過〔創新作法〕，達成〔永續經營願景〕」為主軸進行發想。
1. 個人參賽者需年滿18歲，具完全行為能力，且對海洋保育議題感興趣或具相關學識經驗之中華民國國民。
2. 團體參賽者需為國內公私立大專校院、政府立案之法人或非法人團體，團體人數上限為5人，並需指派1人為代表人。
本次徵件期間自115年9月1日至116年2月26日止，活動得視辦理情形調整徵件期間。報名及繳件方式採「線上報名暨電子檔上傳」，參賽者須於徵件截止日前完成線上報名，並將應備文件下載後填妥，轉成pdf檔上傳，使為完成報名。

**Announcement**
Dear Faculty, Staff, and Students,
To promote marine conservation, enhance the management of marine protected areas, safeguard marine biodiversity, and advance sustainable utilization, the Marine Conservation Division of the Ministry of Ocean Affairs is pleased to announce the **"Ideas Surfing, Local Roots" Creative Proposal Competition for Marine Protected Area Management**. We sincerely invite all interested parties to participate enthusiastically and contribute innovative solutions for the future of marine protected areas.
The competition focuses on the theme of **"Finding Solutions for the Management of Marine Protected Areas."** Participants may select any marine protected area in Taiwan, utilize information from the Division's iOcean Marine Conservation Network and Marine Conservation Data Warehouse, and incorporate international trends in marine protected area management to identify **"Overlooked Issues"** or propose **"Innovative Management Solutions."** Proposals should be closely linked to local contexts, specific, and feasible, with the core idea structured as: **"In [OO Marine Protected Area], we have identified [Key Issue/Challenge], and we propose to address it through [Innovative Approach] to achieve [Sustainable Management Vision]."**
1. **Individual participants** must be at least 18 years old, possess full legal capacity, and be citizens of the Republic of China with an interest in or relevant knowledge and experience in marine conservation issues.
2. **Team participants** must be registered entities in Taiwan, including public or private universities and colleges, government-recognized organizations, or non-registered groups. Teams are limited to a maximum of five members, with one designated as the representative.
The submission period for this competition runs from **September 1, 2026, to February 26, 2027**. The schedule may be adjusted based on the progress of the event. Registration and submission will be conducted **online**, and participants must complete the online registration and upload the required documents in PDF format by the deadline to finalize their entry.
